| K Rajendra proceeding on leave, Owais to look after Armed Police | | | Early Times Report JAMMU, Dec 19: It may sound incredible but the fact remains that Chief Secretary Madhav Lal despite being available in his office has not signed the minutes of the DPC meeting held under none other than him earlier, last week in which promotions of 15 IPS officers were cleared. Though it was expected that a proposal to this effect would be placed before the Cabinet on Monday but could not mature because the minutes were not signed by the CS. Sources in the Civil Secretariat told Early Times that the minutes forwarded to the CS office by the Home department are yet to be signed by the CS due to which the much awaited promotions of the high ranking IPS officers are hanging in balance. It merits a mention here that 15 police officers including 4 IGPs (SM Sahai, Dilbagh Singh, Sheikh Owais Ahmad and VK Singh) were cleared for promotions to next higher grades by the Departmental Promotion Committee (DPC) which met here under the chair of Chief Secretary earlier, last week but the minutes of the meeting have not been signed by the CS. Meanwhile, ADGP, Armed Police K Rajendra Kumar is proceeding on 20 days leave from Dec 24. Sources in PHQ said that 20 days earned leave in favor of K Rajendra Kumar, IPS, ADGP Armed/L&O has been sanctioned by the Director General Police, Ashok Prasad with effect from 24-12-2012. Sources further said that S Owais Ahmad IGP Technical Services has been directed to look after the work of ADGP Armed/L&O J&K during leave period of Rajendra. Sources, however, said that giving additional charge to Owais is an indication that he may be posted as ADGP Armed as and when the Cabinet approves his promotion as ADGP.
