JKSSB cut to size To follow new procedure from 2013

JAMMU, Dec 19: The Services Selection Board constituted under Section 124 of the Constitution of Jammu and Kashmir has been cut to size and shall follow a new procedure for selection to all posts from 2013.
According to the new procedure, the JKSSB is supposed to hold written test for all the posts and attach attested scanned documents with OMR sheet at the time of submission.
The new procedure has also axed Board's discretion considerably. To implement the new procedure, the Government has appointed Professor Mushtaq Ahmed Peer, former Chairman, Jammu and Kashmir Board of Professional Entrance Examination, for two years to assist the JKSSB for setting of examination papers.
The decision was taken to ensure transparency. Chairman JKSSB Afzal Bhat confirmed the reports and said that, the Services Selection Board in its 86th Board meeting held on 11.06.2012 resolved to implement the decision of the State Cabinet issued in terms of Government Order No. No. 252 - HE of 2012 dated 30.05.2012 to assess the merit of the candidates in place of merit determined on the basis of academic/ technical qualification.
He said the Board has made recommendations of more than nine thousand candidates for appointment against various vacancies referred to it for selection during the last four month which was otherwise pending for one or the other reason.
The decision for written test was taken after the Board, while finalizing these selections, observed huge variations in the method of evaluation of students merit by different Universities/ Institutions from within and outside the State.
The method of evaluation by various Universities / Institutions has been found discriminatory against the hardworking students who are pursuing their studies at Jammu/ Kashmir Universities. The students pursuing their courses through distance mode have also been found awarded marks liberally in comparison to the regular students. However, the performance of the candidates who have obtained their Degrees/ Diplomas through Distance Education mode has not been found at par with the performance of the candidates pursuing their degrees through regular mode, though they steal a march over them in the selection on the basis of academic merit alone.
Pertinently, the Government opted for written test on the direction of High Court which in an SWP No. 974/2007 titled Jameel Ahmad Vs. State of J&K & Ors directed to hold written test instead of opting for academic qualification.
The new criterion has 70 points on written test, 10 point for higher qualification and rest 20 points for interview. Besides, board members are given more power in time of interview. The new criterion is adopted by JKSSB for transparency in selection process.
In addition to this, Chairman JKSSB said, each candidate has to attach attested photocopies in support of his qualification with OMR sheet at the time of application form's submission. The discretion of JKSSB is flipped under rule 14 (1).
