| Govt yet to identify suitable place for hosting budget session | | Expert panel from Delhi submits report | | Early Times Report JAMMU, Dec 19: With only two months left for the 2012-13 budget session which usually commences by the mid of February, the Government is yet to identify a suitable place for holding the session as the heritage complex that housed the State's bicameral legislature for decades has collapsed partially. Even as the Government today received the report of expert panel from Delhi on whether the building is safe for hosting the session or not, however, uncertainty shrouds as it could no be known what exactly the report suggests. The Secretary Law Department G H Tantray confirmed that the report sought by the Principal Secretary to Chief Minister, BB Viyas as to whether the building was safe for hosting the session has been received by the Government but denied having received a copy of the report till afternoon. Pertinently the experts from New-Delhi had earlier visited the spot and were scheduled to submit their report within two or three days after their return. "Yes the report has come to the Government but I am yet to receive a copy of the same, I expect the same would reach to me by evening today," Tantray told Early Times. Meanwhile, Government today constituted yet another empowered committee to monitor the construction work on the new complex and explore the possibilities of protecting the heritage building which stands damaged partially. As per the Government order No.1342 dated 18-12-2012, BR Sharma, Principal Secretary Planning, Tanveer Jahan, Commissioner Secretary Works Department and GH Tantray, Secretary Law Department are the members of the empowered committee. It merits a mention here that the State Cabinet discussed the earlier report submitted by a five member panel of engineers after which JKPCC engineers executing work on the new Assembly complex were attached but it was not clear whether the report has indicted and fixed responsibility on anyone. On the other hand, the Assembly Secretariat is in denial mode as to whether it has identified any suitable place for holding bicameral session of the State Legislature. The Speaker Mohammad Akbar Lone has already announced setting up of a pre-fabricated structure in the lawns for housing his Secretariat. Pertinently Rs 163 crore new Assembly complex is in the rare of the heritage building and the JKPCC has been the executing agency. JKPCC dug up 60ft from the foundation of the heritage complex without actually providing any support (protection wall) to retain the foundation of the complex resulting in collapse of the complex. Though only a portion of the historic building complex crumbled, yet this has rendered entire Legislature Complex unsafe with cracks visible in many other parts, thus making it unsafe for any kind of movement. |
