This day Governments do pretend to be by the people but surely they are no more "for" the people
Those in Power seat do not act at right time and keep on waiting for violent protests

After protests in Parliament and on the roads of Delhi on 18th December the Delhi CM MrsShielaDikshit had announce that there will be a special line 181 in CM office to receive the complaints of crimes against women and special officer would be there to attend. It has been a very compassionate and concerned action taken by CM. But the question is how would the complaints received get attended and responded . It would be too much to expect from the Chief Minister to monitor each and every complaint for its truthful disposal / acknowledgement. Hope she is able to deliver justice speedily. Like Delhi Chief Minister the J&K Chief Minister Omar Abdullah Sahib too had earlier taken up a very ambitious venture of opening a JK Chief Ministers' Grievance Cell ( Awaz e Awam ) , on line public grievance monitoring cell. The complaints could be made on line (www.jkgrievance .nic.in). The web site was inaugurated with lot of drum beating , it actually started responding only after some reportings on the non-functioning site were made in the media.. But as regards the complaint redressal is concerned the site is just fulfilling the formality of its being in existence. The complaints are disposed at the lower levels and closed. The complainants are not informed properly and summary disposals are just noted on the site itself. It is very much doubted that the Chief Minister has a look at even some sorted complaints of great public interest. It has been learnt that this site at occasions does not properly respond to complaint registration and complaint number does not appear and when the complainant makes repeated ( thinking that since no complaint number has appeared , complaint has not reached the cell ) attempts , the staff at the receiving end some times calls back the complainant in quite a rough manner . So, this site so far proved no more than a simple tool for building data on how many people approached the Governments with complaints. There is no method to assess the performance of Awaz e Awam. How far ShielaJee would be able to improve the quality of men in service will have to be tested.
Why afterall the people in the power seat do not act at right time and keep on waiting for violent protests is a question that common man of India must find an answer ?Why the Government of the People appears to be no more "by" the people and no more "for" the people , is another question?
This day it has become a practice that any protest, worth some pressures on the political masters, against the non performing government machinery if has to be made, it must be made in Delhi. This clearly shows that the common man has become irrelevant for the people who are made to sit in the seats of governance. The gang rape and criminal assault on a Delhi Girl as of 16th December last and protests around India Gate did receive the attention of people all over India and media to the extent that even Justice J. S. Verma acknowledged that by saying that he too wished he could be part of the same. But what about so many other such like failures of the administration that many small towns and cities might have experienced. Most of the references and comments that Justice J S Committee has made are not that unknown for any person with average level of information.
Justice Verma has not held any one specifically responsible nor has he proposed action against some top brass that he himself has tried to accuse / name. The agony of the victims of gang rapes, attacked & threatened RTI activists, those suffering due to non yielding enquiry commissions and threats from anti social& antilaw elements is not unknown. It is a fact that the antisocial elements and the non performing government officials are not many in number but they have surely taken over the controls. Onthe other hand many may be honest and truthful but may not be that courageous and daring to stand against the corrupt senior / junior colleague and the corrupt politicians. The pressures could be put on the simple and meek government employees by the powerful corrupt officers / colleagues / bosses in the form of transfers , threats to their career and implication in fake cases in association with the criminals and economic offenders. There could be threats to their family members .
In case they are not sure of getting protection from the state agencies they generally prefer to stay away. Even some seniors from CBI have quoted as having said that they had to remain under unfair pressure of the political masters. So, it is a hard reality of the day that the anti elements, though not many , appear to have taken over the control of day to day affairs.
Special investigation teams that are constituted are also accused of working under pressures. Even CBI is being accused. Leaders like Mayawatitoo have indirectly accused the UPA II government of using CBI to pressurize her. Courts have been issuing directions to governments for protection of RTI activists and information seekers but the RTI activists still are complaining. Commissions like J&K State Accountability Commissions, J&K State Vigilance Organisation and J&K State Information Commission are practically inactive / non yielding and appear to be slowly and slowly losing s teeth under the pressures of bureaucracy.
J&K State Vigilance Commission hopelessly waiting to see light of the day. Rather J&K Vigilance Act 2010 has made even the State Accountability Commission ineffective by taking out the government employees out of the scope of the SAC.
The falling standards of public services and growing criminal culture need to attract the immediate attention of the top brass of all political parties and their cadres.
The honest civil servants have to be relieved of the clutches of a few corrupt and non performing lot that has taken over the controls. Unless the political bosses perform, the civil servant delivers and the common man does not feel scared of criminals it would be too much to expect the common man coming forward to assist the law order machinery against the criminal world. Rather pressures need be created by the common man, social organisations, parent organisations, voter citizen, the opinion makers and the media on the political leaderships for applying the corrections.
