| PHE makes 'petty purchases' worth crores without tendering | | Fails to recover Rs 1.42 lakh outstanding as rent | | Sumit Sharma Jammu, Feb 5: Public Health Engineering (PHE), department which is continuously hitting headlines for corruption, bias and negligence has once again come under scanner for adopting dilly dally approach in realizing outstanding rents worth lakhs from consumers. Further, department termed purchases worth lakhs of rupees without tendering as 'petty items' As per information given by PHE Division City 2, Jammu in reply to RTI having No PHEC/11/4977-79. The RTI was filed by High Court lawyer and RTI activist Kovid Khosla who sought information from PHE department regarding details of items purchased by officials in PHE Division City-2, Jammu, including details of tenders flouted in the year 2010, 2011 and 2012, names of officers of PHE Division City 2 who sanctioned amount for making purchases and component of outstanding rent the department is yet to realize. Meanwhile, in reply, the office of the Executive Engineer PHE Division No. 2, Jammu said that petty purchases are being made on emergent basis by the Executive Engineer of this division being essential service department. The PHE department also enclosed the documents pertaining to supply orders ,which is in possession of ET . However, after going through the details of supply, one is amazed to note that the untendered purchase of 'petty items' has amounted in crores. The department further revealed the name of the officers to whom amount have been sanctioned for making 'petty purchases' as Executive Engineer Sharat Bhasin (2008 to 2011), Executive Engineer Shiv Nanda (2011) and Executive Engineer NN Raina (2011 till date). Further in reply to the question of total amount in rupees yet to be recovered as rent in entire PHE Division City 2 Jammu from consumers for consumption of water supplied by the department and steps taken by the department for such, the department said, " Rs 1.42 lakhs is yet to be realized till ending 3/2012. However, efforts are on to recover the outstanding rent in the current financial year". |
