As per the policy of government the labour sarai buildings are being constructed at the district headquarters of all districts for the welfare of labour working in and around the periphery of the district headquarter who come from different places. The Labour Department has acquired piece of land at Kathua and funds were also placed at the disposal of PWD out of which labour sarai building has been constructed in 2008 while it was started in 2004-05.
