SPCA - Society for the prevention of cruelty to animals

S.P.C.A. is used in animal welfare circles as an acronym for Society for the Prevention of Cruelty to Animals.
The Society for the Prevention of Cruelty to Animals is a non-profit animal welfare organization originally founded in England in 1824 to pass laws protecting carriage horses from abuse. SPCA groups are now found in many Nations; where they campaign for animal welfare, assist in cruelty to animals cases, and attempt to find new homes for unwanted animals they feel are adoptable. Policies regarding animal euthanasia, handling feral cats, and similar issues vary by shelter. Virtual beasts of burden, horses were often subjected to the most inhumane conditions driven through freezing cold winter and stiflingly hot summers with little food, water, or rest with money their only concern, carriage drivers would frequently beat the horses if they refused to cooperate or were unable to pull the heavy carriages.
Successful in passing laws that regulated the carriage horse business, the SPCA then expanded its campaign against cruelty to animals to include dogs and other animals. Brought to the United States, the First American SPCA (ASPCA) was started in 1866 in New York City, subsequently spawning the emergence of SPCAs all over the US, as well the rest of the world.
SPCA International was founded in the US in 2006, their mission simple but immense: "To advance the safety and well-being of animals." To that end, the ASPCA, has instituted, 'Humane Education,' a program designed to serve as a long-term strategy for communities, to implement large scale changes and improvement in the quality of animals' lives. This is achieved through prevention and intervention programs designed to help create a culture of empathy and compassion towards animals by shaping moral development and installing positive attitudes. The biggest goal of Humane Education is to decrease both animals' cruelty and interpersonal human violence by focusing the root of the problem-human perception-thus, ending the cycle of violence and resulting in a better world for both people and animals. 'Humane Education' is spread throughout the community via numerous programs at establishing a sense of responsibility in their participants to foster respect, kindness, and empathy towards animals and humans. The Department's teachings communicate the interdependence of all living things and the vital role each person plays in making this world a better place.

OCEANIA: Royal New Zealand Society for the Prevention of Cruelty to Animals, Royal Society for the Prevention of Cruelty to Animals Australia, Royal Society for the Prevention of Cruelty to Animals of Papua New Guinea.
In India Animal Welfare Board, Chennai provides in the Board Mandate of the Regional Sub-Committee co-opted Members will arrange meeting with State Government, Administrative Authorities or activation of State Animal welfare Boards [SAWBS], district SPCAs and State Police Authorities for Implementation of Prevention of Cruelty to Animals Act and Rules made there under, Reporting to the Enforcement agencies [Police/SPCAs] of instances of animal abuse, and to represent as AWBI's authorized agents wherever required.
In Jammu and Kashmir, the Jammu and Kashmir Government Gazette [vol. 124] Jammu, Thu., the 29th Sept, 2011/7th Asv, 1933. [No. 26 - a] Part III - laws, Regulations and Rules Passed thereunder-Government of Jammu and Kashmir Civil Secretariat - Animal / Sheep Husbandry Department. Notification, Srinagar, the 29th September, 2011. SRO-298: In exercise of powers conferred under section 19 of the Jammu and Kashmir Prevention of Cruelty to Animals Act, Samvat 1990, the Government of Jammu and Kashmir hereby makes the following Bye-Laws wherein Section 1 provides Short-title, extent and commencement: (i) These Bye - laws may be called the 'Jammu and Kashmir' Prevention of Cruelty to Animals [Established and Regulation of Animal Welfare Board and Societies] Bye - Laws, 2011. (ii) These shall come into force from the date of their publication in the Government Gazette. Section 13 provides for Society for Prevention of Cruelty to Animals in a District. The Government shall by notification in the official Gazette, establish as soon as may be and in any event within six months from the date of commencement of these regulations, a society for every district in the State to be the Society for Prevention of Cruelty to Animals [SPCA] in that District: Provided that any Society for Prevention of Cruelty to Animals functioning in any district on the date of commencement of these regulations shall continue to discharge its functions till establishment of the SPCA in that district under these regulations. The duties and powers of the Society shall be to Aid the Government, the Board and Local authority in enforcing the provisions of the Act and to make such Bye-laws and guidelines as it may deem necessary for the efficient discharge of its duties. The Society, or any person authorized by it, in this behalf, if it or he has reasonable grounds for believing that any person has committed an offence under the Act, it or such authorized person may require such person to produce forthwith any animal in his possession, control, custody or ownership or any license, permit or any other document granted to such person or required to be kept by him under the provisions of the Act and may stop any vehicle or enter into any premises in order to conduct a search or inquiry and may seize an animal in respect of which it or such authorized person has reason to believe that an offence under the Act is being committed, and deal with it in accordance with law. In addition to the powers conferred by these regulations, the State Government may, in consultation with the Board confer such other powers upon any Society for exercising the powers and discharging the functions assigned to it under these regulations. Section 14 further provides for the setting up of infirmaries and animal shelters, the Government may provide land and other facilities to any society for the purpose of constructing infirmaries and animal shelters. Every such infirmaries and animal shelter shall have-(i) a full time veterinary doctor and other staff for the effective running and maintenance of such infirmary or animal shelter; and (ii) an administrator who shall be appointed by the society. Every Society shall, through its administrator or otherwise, supervise the overall functioning of the infirmaries and animal shelters under its control and jurisdiction. All cattle ponds and pinjrapoles owned and run by a local authority shall be managed by such authority jointly with the Society or Animal welfare organizations. Animals are, like us, endangered species on an endangered planet, and we are the ones who are endangering them, it, and ourselves. They are innocent sufferers in a hell of our making.
