| Finally, proposed Urdu Academy gets structure | | | Akshay Azad JAMMU, Feb 19: The much awaited proposed Urdu Academy has finally got the structure comprising 29 posts of different cadres, headed by a Secretary level officer. Though the proposed Urdu Academy, which was one of suggestion of Taing Committee, has got structure but the processing file is moving from one table to another at Civil Secretariat and owing to slow working pace, the proposal will take some more months to materialize on ground. Sources informed Early Times that in the first phase, the proposed Urdu Academy would have 29 posts of various cadres including gazetted and non-gazetted. "As per the proposal sent by Higher Education department to Planning department, a Secretary will head the Academy, who will be assisted by one editor, one associate editor, assistant editor, two research assistants, one publication officers, one publication assistant, one accounts assistant and section officer," sources said. They further said that there would be two Junior Assistants, two calligraphers, two Urdu DTP operators, two drivers, one painter cum artist, four peons, one Librarian (gazetted) one library assistant, two library bearers, one PA to Secretary and one senior assistant. "Though the proposed Urdu Academy has got the structure but the file is still running from one table to another in the Civil Secretariat," sources said, adding that in the recent past, the processing file of Planning department, for the establishment of Urdu Academy, was lost somewhere in the General Administrative department. "After repeated reminder to GAD, when Planning department didn't get that file, they finally initiated process with a new file. On January 10, 2013 the Planning and Development department returned the file to Higher Education department, requesting Higher Education department to re-submit the proposal together with the details of financial implications required for the proposed creation," sources said. The Higher Education department, sources said, has now worked out the financial implications of Rs. 80.41 lakhs per annum, involved in the creation of 29 posts and was submitted to Planning and Development department on January 18, 2013. An official informed that the Planning department would resend the file to Higher Education department, following which it would be send to Finance department and after getting Finance department's nod, the Higher Education department would table the file before State Cabinet. "Although the remaining process is not very long, but owning to slow pace of working of Civil Secretariat, it will take some months more for materialization of proposal of establishment of Urdu Academy in Jammu and Kashmir," official said. Pertinently, over the long pending demands of Urdu lovers, the State Government had constituted a committee in the year 2011 under the chairmanship of Member of Legislative Council Mohammad Yousuf Taing, for the promotion of Urdu language. After holding threadbare deliberations with all stakeholders, the committee had submitted its final report comprising 36 recommendations, to Higher Education department in the month of February, 2011. The first and most important recommendation of Committee was to establish an Urdu Academy in the State for promotion of Urdu language. In 1889, during the regime of Maharaja Pratap Singh, Urdu was declared as official language of State and when the first constituent Assembly of State had completed their work in year 1957, they had declared Urdu as official language of State. |
