Parents, teacher meetings mandatory: DyCM vSSA in shambles, RMSA yet to make a mark

PATNITOP, Feb 19: Deputy Chief Minister, Tara Chand today reviewed the progress of flagship programmes of Sarv Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in four districts of Kishtwar, Doda, Ramban and Udhampur in a marathon meeting lasting 6 hours at Patnitop.
Besides, Commissioner /Secretary to Govt School Education Department, State Project Directors SSA and RMSA, the meeting was attended by all the District Development Commissioners, ADDCs, CEOS and ZEOs of all the four districts.
While taking first hand information from Chief Education Officers and Zonal Education Officers, the Dy CM expressed dismay over the bleak performance in implementation of these important programmes and regretted the callous attitude of the concerned officials. It was observed that, of 6891 works under SSA in these four districts, 3446 are yet to be completed and of these 1632 works are not started until now. The project envisages construction of Primary School Buildings, Middle School Buildings, Additional Class Rooms, Cluster Resource Centre and Block Resource Centres. The most sluggish progress was noted in respect of construction of additional class rooms. A total of 4059 Additional Class Rooms were to be constructed in these districts, of which, only 1354 have been completed.
While reviewing the financial progress of the SSA, the Dy Chief Minister was surprised to see the extent of unspent balance pending with CEOs and ZEOs. It was transpired in the meeting that and amount of about Rs 62 crores was lying unspent in these districts on account of non-start of various works.
Under RMSA, the DY CM was informed that only two buildings under upgradation are likely to be completed in June 2013 in these four districts. Under the scheme of strengthening of existing high schools, most of the works are yet to be completed.
