| It is political bulldozing from Durga Nagpal to Sonali Kumar | | | ET Report Jammu, Aug 3: One woman IAS officer, Durga Shakti Nagpal, was suspended by the UP Chief Minister, Akhilesh Yadav, on "concocted" charges of having demolished a wall of a yet to be built mosque in Noida district which had the potential of kicking up communal trouble. Well Akhilesh has acted on a "fasle" complaint against Nagpal made to him by a Samajwadi Party leader, Narendra Bhatti who wanted to settle score with the officer on the ground that she had initiated tough measures against the sand mafia in the district. Even if the charges against the IAS officer were cooked the issue involved was not as frivolous as the one in the JK House in New Delhi a fortnight back that forced Jammu and Kashmir Chief Minister, Omar Abdullah, to transfer "much maligned" woman IAS officer, Sonali Kumar, posted as Resident Commissioner, to a very less important post. Her fault was, as reports indicate, that she had forced the local officers, some among them being IAS promotees, to feed on "Daal Pani" and had to spend time in stuffed rooms of the JK House. Thank God Sonali was not suspended on charge of having given preferential treatment to non-local IAS officers who were accommodated in a star hotel. But Durga Shakti's concocted "misdeed" was, in the eyes of Akhilesh Yadav, bigger than Sonali Kumar's "Daal Pani" treatment to fellow officers from Jammu and Kashmir who were part of the state delegation that had to discuss the annual Plan with the central Government. While Omar displayed his political sagacity and wisdom by having shown Sonali's transfer from Delhi as part of the reshuffle of 19 IAS and KAS officers his counterpart in UP seemed to have been moved by rage Instead of reason. The two Chief Ministers had one thing common. Both are highly gullible. Instead of probing the genuiness of the complaint against Durga Shakti Akhilesh acted like a bulldozer and removed the IAS officer within "41 minutes" of the complaint from a party leader, Narender Bhatti. Even though the intentions of Bhatti came to light sooner than later Akhilesh held to the ground and justified is action. What action? Punishing an officer for sins which she had not committed. The real story is that Bhatti had collected Rs. 51,000 which he paid to a group of people for building a mosque on a piece of Government land. Soon after a wall was built the same Bhatti lodged a complaint with the District authorities informing them that a mosque was being built on a Government land. On the directions of the District Magistrate Durga Shakti ordered demolition of the wall which Akhilesh Yadav had mistaken for a mosque. Whatever shape the incident may assume Nagpal has emerged as a heroine in the sordid drama enacted by Akhilesh Yadav. Against this Sonali Kumar has again been punished for no fault of her's. He husband, Arun Kumar, too has tasted the wrath of politicians. And during the height of row over diversion of land to the Amarnath Shrine Board, a PDP leader had fuminated against Kumar, who was at that time Principal secretary to the Governor, by saying that the IAS officer had debased bureaucracy, caused shame to himself and to his parents. And his wife Sonali Kumar, was removed from the post following strong protest lodged by a group of local bureaucrats over the "second class treatment" meted out to them during their official stay in New Delhi recently. The officers were in Delhi in connection with finalization of State's annual plan. The State Cabinet removed Sonali, a 1979 batch IAS officer of JK cadre, from coveted Delhi assignment and posted her as Chairperson, J&K Special Tribunal, considered to be a "punishment" posting. Inside reports had revealed that Chief Minister Omar Abdullah, besides the Finance Minister and Planning Minister, were accompanied by Chief Secretary Iqbal Khanday-led team of administrative heads of more than 12 departments and senior level officials, for the meeting with the Planning Commission on July 14 during which State got Rs 7200 crore annual plan for the ongoing year. The office of J&K's Resident Commissioner in New Delhi had arranged the accommodation for the high level delegation of the bureaucrats which included both local and non-local IAS officers. The Resident Commissioner had arranged accommodation for non-local IAS officers and other bureaucrats in a starred hotel in Chanakyapuri area while the local IAS officers and other senior bureaucrats were left to stay in the stuffy rooms of Kashmir House," sources said. One local official is reported to have stated that the State delegation including senior IAS officers and bureaucrats were served "poor" lunch and there were no proper arrangements made for their travel. "Would you believe Moong Dal and pea pods were served in lunch?" the official said. This seemed to have been violation of the established convention in Kashmir under which politicians and bureaucrats have to be served with several mutton courses. Serve them Kebabs, Goshtabas, Ristas and so on and your job is done. This is the basic mantra for winning favours from Kashmiri politicians and bureaucrats. |
