| SHRC unmoved despite stringent NHRC directions | | Human Rights case goes unheard | | Arun Singh Jammu, Aug 3: State Human Rights Commission (SHRC) is yet to make move over a complaint referred by National Human Rights Commission to it in the year 2011. Two years have passed since the complaint was referred by NHRC to SHRC but it is yet to be disposed. Sources said that the apathetic attitude of SHRC can be ascertained from the fact that a case referred by National Human Rights Commission in January 4, 2011 under dairy No. 1398 to SHRC for its disposal is entrapped in hearings due to its negligence for not taking cognizance of the respondents of the case. They further said that the way SHRC has been handling the case is also under scanner because as per case, complainant had made five respondents including Account Secretary, Justice JP Singh, Chief Secretary, Director General of Police (DGP) and SHO Domana. "SHRC had directed these five respondents to submit their objections related to case with commission at the earliest but more than two years have passed but till date SHRC has received objections from only one respondent," said a source. He added that DGP of Jammu and Kashmir Police filed objections in April 2012. Interestingly, SHRC is also one of members of RTI Act. Surprisingly, after receiving objections from DGP J&K nearly one year ago, SHRC failed to take cognizance of the other respondents. They are yet to file objections. They further said that the case was listed for hearing only three times in the period of two and half years. All these three hearing dates are in 2013 viz. May, July and one has been listed for September 2013. But SHRC is yet to take a decision on the case. When the complainant approached SHRC for collecting certified copies of the last two hearings to know about directions passed by commission, they failed to get a satisfactory reply. Facing denial from SHRC, complainant had moved an RTI to seek information about the reasons, why SHRC failed to receive objections from other four respondents till date. |
