Jehangir Rashid

SRINAGAR, Aug 3: Police used force and arrested dozens of employees of urban local bodies along with some of the important leaders of Joint Consultative Committee while foiling the march of urban local bodies towards the residence of Chief Minister, Omar Abdullah in support of their demands.
This morning hundreds of Urban Local Bodies Employees under the banner of Urban Local Bodies Employees United Forum (ULBEUF) assembled at the Press Enclave and raised strong protests against the government for their failure to fulfill the genuine demands of the Urban Local Bodies Employees. The protesting employees were also joined by JCC leader and Chairman of his faction of Employees Joint Action Committee (EJAC) Abdul Qayoom Wani.
The protesters alleged that the employees of Urban Local Bodies are working without the salaries for the last six months.
They said the state government has utterly failed to solve their genuine problems and is forcing them to come on roads, register protest and resort to sloganeering in support of their demands.
As part of their programme to gherao the residence of Chief Minister; the protesters led by Qayoom and Chairman, ULBEUF, Manzoor Ahmad Pampori tried to march towards the CM's residence in support of their demands. As they started their march the huge posse of police personnel present there intercepted them and did not allow them to move ahead as part of their protest programme.
However, some of the protesting employees offered a stiff resistance to the police personnel and they tried their best to move ahead. The police used force while wielding sticks on this group of protesters. As the protesters were not ready to disperse the police personnel bundled them in police vehicles and lodged them at the nearby police station.
At least one hundred employees of Urban Local Bodies were arrested by the police including the ULBEUF chairman. JCC and EJAC-Q leaders, Abdul Qayoom Wani, Ghulam Rasool Bhat, Shabir Hussain and Pir Nisar Ahmad were also arrested by the police during the protest demonstration.
Talking to Early Times, Manzoor Ahmad Pampori said that the employees of Urban Local Bodies are without salary for the last six months. Pampori said that repeated meetings with high officials of the department and consecutive protests by Urban Local Bodies employees have failed to move the government with the employees facing tremendous hardships.
"The government should without wasting further time implement order No 214-HUD of 2008 dated_ 22/05/2008 regarding re-organization and service rules vide SRO No417 of 2008. The salaries should be disbursed on the pattern of approved strength of the municipal committee/ councils. There is a need to introduce transparent transfer policy of all the cadres," said Manzoor.
Manzoor demanded regularization of all such Safai Karamcharis who have rendered more than seven years services.
He said pending G.P Fund remittance of years in around one dozen municipalities should be cleared adding that DPC should also be conducted. He said on August 7 the Urban Local Bodies employees shall carry out protest at the district headquarters and also at the Direction Office.
