SIC seeks explanation, Chairman summoned
Dodged by SSRB, girl threatens suicide

SRINAGAR, Aug 6: After being continuously dodged by the J&K Services Selection Recruitment Board (SSRB) a female candidate who had applied for the post of Food Inspector has threatened while filing an RTI application to end her life. The State Information Commission while hearing this case has sought a detailed explanation from the SSRB authorities. The Chairman of the SSRB was also summoned during the hearing by the Chief Information Commissioner GR Sufi.
As per details available with Early Times a complaint was filed under section 15 of the State RTI Act 2009 before the State Information Commission (SIC) on 13-03-2013 by one Asima Muzaffar a resident of Khanyar Srinagar .
The complainant alleged that the information provided to her in consequence of the SIC's order under No.SIC/CO/SA/53/2012/392 dated 03-01-2013 is "misleading and manipulated". To support her allegation, the complainant stated before the SIC that she, after exercising her right to information, obtained information from Public Information Officer (PIO) of SSSRB pertaining to exam/interview conducted for Food Inspectors, Jammu region vide final selection list order dated 17-9-2003 .
The said information revealed that the selection list is duly signed by the Secretary, Services Selection Board and selection has been approved by the Members and Chairman on the basis of interview conducted. Similarly, the lists of those candidates who have applied for the post of Food Inspectors Division Cadre in Jammu does not compare with the similar list prepared for Kashmir Division and in this connection the complainant produced such lists before the Chief Information Commissioner (CIC) GR Sufi for commission's perusal and the commission (SIC) found that two lists though on the same subject fundamentally vary.
The authorities of the Services Selection Board stated that it is not necessary that the format and language in the list of two regions may be the same. Similarly, the selection list from both the divisions i.e Jammu and Kashmir varies. It is significant to note that in all other cases other than the case of the complainant the phrase "final award sheet" has been mentioned. The SSRB authorities submitted that the "final award sheet" reflects the names and other particulars of only pass candidates and not fail candidates.
The complainant's name (who has failed in the test) does not figure in this selection list. In response to a query from the SIC whether format as mentioned above is based on the strength of any circular or instructions or any recorded decisions of the board, the board authorities including the Chairperson who were also present during the hearing deposed that there are no such rules but it is a precedent which has been followed from year to year.
The SIC order says that there seems to be variation in the information given to the complainant and information given to other candidates on the same subject.
"The PIO is therefore, required to explain the reasons for variation in the information supplied to the information seeker and other information seekers on the same subject. His reply should reach to this Commission within 20 days from the date of receipt of this order. While concluding this order the Commission would like to observe that the complainant has developed a deep sense of being wronged by the system and while using her right to information, she has openly threatened to "ending her life as being unnecessarily dodged by SSSRB authorities." She is advised not to resort to such threats" reads the order passed by State Information Commission on July 18th 2013 in Srinagar.
