| Govt in no mood to extend LA's autumn session | | | Bashir Assad
SRINAGAR, Aug 22: Though the demand for having an extended session of the State Assembly in Srinagar is gaining momentum, the Government seems determined to have the session as brief as possible.
According to reliable sources the Speaker of the J&K Assembly, Mubarak Gul was in favour of an extended session, however, the Government seems adamant to have a brief autumn session.
They said the Government is in no mood to have an extended session at Srinagar though the Speaker in view of the demand of the legislators was favouring an extended session.
Sources further averred that the session will be of 7 to 8 working days only-which the MLAs cutting across the party lines have been disapproving.
Meanwhile sources said the Law department in consultation with the Speaker Legislative Assembly has proposed September 23 for commencement of the session which has been approved by the Chief Minister, Omar Abdullah. "The proposal will be placed before the Cabinet in its next meeting after which the file will go to the governor who will formally summon the session on the proposed date" said a senior official.
About the number of working days, the official said the Business advisory Committee will decide about the number of working days soon after the Raj Bhavan issues notification for summoning the Assembly.
However, sources said the meeting of the Business Advisory Committee is just a formality as the Government has already made its intentions clear about holding a brief session.
They said the Government is not in a mood to extend the duration of autumn session, which used to be normally convened for 10 days every year since 1996.
"There is persistent demand from legislators to increase the duration of the session held every year for 10 days as they are of the opinion that many issues of public importance remain untouched during such a short duration sessions", sources said . They said the Speaker, Mubarak Gul was seriously thinking on the demand but the Government has categorically turned down the demand.
"Government has yet not decided for how many days session will last but it is sure that the session will not last for more than 7 or 8 days" said the sources.
Pertinently, while most of the State assemblies hold nearly 50 sittings annually, in Jammu and Kashmir the legislature hardly meets for 30 to 32 days.
The budget session held in February-March at Jammu runs for 25-26 days, at Srinagar the autumn session held every year in the month of September or October lasts just for eight to ten days. |
