| GAD helpless against backdoor appointments | | | Early Times Report JAMMU, Aug 23: Even as scores of files of Coalgate scam disappear, recommendatory letters from VIPs have been obtained through RTI Act 2009. The letters, concerned officials believe shall go a long way in exposing the scam. Surprisingly most of the persons, whose recommendatory letters have been obtained raised a hue and cry over backdoor appointments in the legislative assembly. The GAD even issued an order No. 09-GAD of 2013 dated 26-03-2013 regarding the discontinuation of persons engaged in violation of "The Jammu and Kashmir Civil Services (Special Provisions Act), 2010 and SRO-64. Among other things Administrative Secretaries are impressed upon to (i) Discontinue forthwith all the persons, engaged in violation of the "Special Provisions Act" and SRO-64. Copies of the disengagement orders shall be forwarded to the GAD within a fortnight (ii) The officers responsible for making these illegal appointments/engagements should be identified and charge-sheeted. Copies of the charge-sheets may be forwarded to the GAD within thirty days and (iii) Engagements made in accordance with Government Order No. 239-F of 2005, dated 29-11-2005, may be revisited by the concerned Departments and kept at the bare minimum requirement. Action in this regard shall also be intimated to the GAD." Documentary evidence shows how R&B Minister got his favourites accommodated by twisting the GAD order. Reports from other departments are equally disturbing. Politicians and bureaucrats enagege their favourities and once they enter, it becomes virtually impossible to disengage them. Shockingly no action has been taken against the erring politicians and the bureaucrats notwithstanding uproar in the legislative assembly and orders issued by the GAD from time to time. |
