Sumit Sharma JAMMU, Aug 23: Despite serious indictment against State Police by Comptroller and Auditor General (CAG) of India for alarming law and order situation in state in its report of 2011, the crime graph of 2012 in the state reveals that the state police have failed to take stringent measures to curb the alarming increase in crime in the state, which is believed to be the ten times more than the militancy related activities. While experts in Police department said that till police (PHQ) fix accountability and responsibility of concerned Police officers right from SHO to IGP level, the situation would not improve. Going by crime graph in the state, capital cities, have taken the lead. As per data available, during the year 2012, 24608 cases were registered under various heads of crime in the state. Its previous balance of 8305 if added total goes to 32947. As per official figures 19654 cases have been produced in the court of law, where as 3049 cases have remained untraced under various crime heads. At the end of December, 2012,7895 cases were under investigation. A break up is; Murder 228, Attempt to murder 348, Culpable 23, Hurt/Stabbing 57, Rape 63, Kid/Abduction 502, Molestation 180, Arson 128, Dacoity 20, Robbery 103, Burglary 548, Thefts 956, Cheating 870, Causing death by negligence 128 and other crime heads 2462. This includes previous balance of the cases of 2011. Under local and Special laws,1824 cases are under investigation that includes cases under NDPS 224, Arms act 584, Excise act 121, essential commodities act 100 rest under other acts. During the year 2012, in Jammu, 13 cases of murder registered, attempt to murder 80, hurt/stabbing 30, rape 39, kid/abduction 100. Coming on Kathua (murder) 6, attempt to murder 26, rape 20, abduction 40. In Samba district murder cases 5,attempt to murder 20, rape 8, abduction 9 . 9 murder cases registered in district Rajouri, attempt to murder 36, hurt/stabbing 29, rape 32, abbduction 58. In district Poonch (murder) 5, attempt to murder 32, hurt/stabbing 56, abduction 41. In Kashmir zones, Srinagar tops the list with 13 murder cases, followed by Kulgam 10, Banbdipore 7, Sopore 6, Handwara 6. Regarding attempt to murder again Srinagar tops with registrations of 45 cases followed by Baramulla where 27 cases were registered, Shopian 22, Kupwara 21, Handwara 20,Sopore 42. Under other heads also data is Worrisome. From the above data it is proved, beyond doubts, that crime in the state have been on non priority area. Pertinently, indicting the state police department for the "alarming" law and order situation in Jammu, the Comptroller and Auditor General (CAG) of India said the crime rate in the district Jammu is increasing but there is a drastic fall in investigation rate of such cases. While the crime rate in the district increased from 3,516 in 2007 to 4,158 during 2011, the rate of investigation is only 40 per cent, the recently released CAG report for the year ended March 31, 2011, said. Crime cases pending investigation had increased substantially ranging from 1,107 cases in the year 2007 to 4,158 cases in the year 2011, as a result of which the law and order situation in Jammu district is alarming, the report said. Giving further details, it said that of the total 6,922 cases in 2011, investigation in 2,764 cases (40 per cent) have been completed and 4,158 cases are pending investigation as it constitutes 60 per cent. In 2007, there were total 4,554 cases, of which 3,447 cases were disposed of and only 1,107 cases were pending, the CAG report said. In 2008, there were 5,163 cases reported and 3,448 of them were solved and only 1,715 cases were pending, it said, adding, 2,828 cases were pending out of the total 5,726 in 2009. Similarly in 2010, of the total 7,094 total cases reported, 4,555 cases (64 per cent) were disposed of with 2,539 cases remaining, it said. There were 3,516 crime cases in 2007, 4,022 in 2008 followed by 4,011 in 2009, 4,266 in 2010 and 4,383 cases in 2011.
