| `Enquiry officer is busy with darbaar move arrangements' | | Health Department's appointment scam | | Javaid Naikoo srinagar, Aug 26: Nothing can be more astonishing than an official of special secretary rank in charge of probing a scam of his department in the middle of the year says that he is still busy with Darbar move shifting and could not concentrate on the work assigned to him months before. At a time when more than fifteen months have passed since the Government ordered what they every call a high level probe into the recruitment scam in health department in which top brass and politically influential officials were found involved. As per the details received there is no development in the investigation process so far and people marked in the scam in nexus with highly placed officials are using all the means and measures to hush up the scam and divert the attention of people. Though sources confirmed to early times that all the accused including seven top brass officials are using political influence to hush up the scam, yet probe in charge official who happens to be the ex-special secretary to health says that he remains busy with other works, besides traditional Darbar move shifting is creating hurdles for him to probe the scam from last more than eight months. Ex-Special secretary to health Arif-ullah who was appointed as in charge official in probing the scam according to health officials is all responsible for probing the scam as he is the only person aware of the ground knowledge in this case and such a case cannot be given to anybody, not even to the newly placed special secretary as he cannot understand the pros and cons of the case at the moment. Director health services Saleem ur Rehman said Arif ullah is all in charge of probing the scam and presented his report as he(director) himself earlier in the case Charge sheeted all the accused and did his work in a time bound manner without consuming much time and wasting the time of people concerned with the case. "I cannot understand why he is delaying the case when he has been authorized to probe the scam independently and fairly by the Government like I did in this case in the beginning," said Saleem. Pertinently after the recruitment scam surfaced in Kashmir, the authorities initiated inquiry which was carried out by the director health services, Dr Saleem-ul-Rehman and on the basis of the report, Government attached and charge sheeted seven top officials including a deputy director and 9 clerks for their involvement in the scam, besides Government formed an inquiry committee headed the then special secretary health to inquire the matter, however even after fifteen months since the scam was exposed, there is no development in the process so far. The seriousness of the matter can be judged by knowing the fact special secretary who was authorized to probe the scam earlier got retired without doing anything in connection with the scam during his tenure and after his retirement Government assigned the same job to his predecessor but instead probing the scam, Arif- ullah says that he has been transferred from the post and Sheikh Mukhtar is the new special secretary to inquire the matter, while as According to director Health services nobody else than Arif- ullah can handle this case until inquiry is conducted in this case. While talking to ETP Arif- ullah accepted that he is the only authorized official to inquire the matter, however he added that he remains busy with Darbar move shifting, besides turbulent conditions of Kashmir over the years are creating a problem for him to thoroughly investigate the matter and present his report. Credible sources confirmed to Early Times that probe in charge officer Arif- ullah is working under pressure and cannot complete his task as many top political leaders who also have recommended many people for fake appointments in various medical blocks of district Anantnag are intervening in the matter and they easily manage to curb the top officials like Arif ullah every to put the probing process at halt. Sources confirmed that Since the director health services Kashmir was always serious in probing the scam but the political intervention in the case is easily curbing the top brass officials posted to inquire the matter, while as highly influenced accused officials in the scam despite charge sheeted and attached easily get their salaries on monthly bases after using their political influence on the concerned officials in the department of health. Pertinently the officials charge sheeted in the scam include Dr Nazir Ahmad Hakim, Dr Altaf Beg, Dr Gowhar Abas, Dr Abid Bashir, Dr GM Shaksaz, Dr AR Matoo and Dr Iqbal Bichoo. |
