| Pakistani aggression continues as UPA watches helplessly | | | Hari Om
The victory of Pakistan Muslim League - Nawaz (PML-N) in May this year, after five years of Pakistan People's Party (PPP), was taken by the Congress-led UPA Government to mean the return of hope and peace for India. Prime Minister Manmohan Singh not just hailed the victory of Mian Nawaz Sharif in New Delhi but also sent his emissary to Islamabad to congratulate him on his behalf and on behalf of his Government even before he took oath of office. Both the leaders gave the people to understand that the period of trust-deficit and bitterness between the two countries was over and a new day of friendship and peace between New Delhi and Islamabad had dawned. The Indian Prime Minister put all eggs in the basket of Pakistan regime at a time when tempers were running very high across the country in the aftermath of violations of the 2003 truce between the two countries and planned terror attacks caused by the Pakistani Army and terror outfits like Lashkar-e-Tayyeba (LeT), Jaish-e-Mohammad (JeM), Hizbul Mujahideen (HM), besides others, in different parts of Kashmir valley. The unprovoked attacks had left several of our Army, CRPF and BSF jawans dead and scores of others injured. What had outraged the entire nation all the more were the January 8 brutal murder, decapitation and beheading of Lance Naik Hem Raj and Lance Naik Sudhakar Singh in Mendhar sector of Jammu & Kashmir; the January 15 murder of innocent Chamel Singh of Jammu in Kot Lakhpat Jail, Lahore; the March 13 Pakistan National Assembly's highly atrocious anti-India resolution on Jammu & Kashmir; and the April 26 planned inhuman and barbarous attack on Sarabjit Singh, which culminated in his death within the premises of dreaded Kot Lakhpat Jail. Prime Minister Manmohan Singh and Sonia Gandhi not only willfully ignored the mood of the nation but the Prime Minister also conveniently forgot his Jaipur statement, "There cannot be business as usual with Pakistan after the Mendhar incident". In fact, the Prime Minister and his Foreign Office (IFO) under the controversial External Affairs Minister Salman Khurshid repeatedly knelt between January and June, when Nawaz Sharif took over as Pakistan's Prime minister for the third time. So much so, the Prime Minister and the IFO ignored what the PML-N had said in its 2013 election manifesto. Its 110-page election manifesto had, inter-alia, said: "Special efforts will be made to resolve the issue of Jammu & Kashmir in accordance with the provisions of the relevant UN resolutions (August 13, 11948 Resolution) and in consonance with the aspirations of the people of the territory for their inherent right of self-determination". It's no wonder then that the weak-kneed India's foreign policy towards Pakistan emboldened Islamabad to heighten its anti-India activities or make special efforts to internationalise the Kashmir issue. Between June 11 and till date, the Pakistani Army breached ceasefire and Line of Control (LoC) and opened fire on our jawans more than 60 times. The worst happened on August 6, when the Pakistani Army's Border Action Team (BAT), an amalgam of regular and Lashkar terrorists, ambushed an Indian patrol and martyred our five troops after breaching the LoC in Poonch district. The manner in which Defence Minister AK Antony under the guidance and instructions of Manmohan Singh and Sonia Gandhi responded to the gory incident further encouraged Islamabad to make what the PML-N called special efforts to resolve the Kashmir issue in accordance with the UN resolutions. And the day Nawaz Sharif chose to make 'special efforts' was none other than August 13. Remember, it was on this day in 1948 that the UN adopted a resolution on Jammu & Kashmir. On August 13, the Pakistan National Assembly adopted another anti-India resolution and sought solution to the Kashmir issue as per the relevant UN resolutions. The Indian Parliament did adopt a counter resolution on August 14, but Salman Khurshid and a number of Congress spokespersons, including Abhishek Manu Singhvi, undermined the significance of the resolution the same day. While Khurshid said that "doors for dialogue cannot be shut because one incident irritates you", Singhvi said that the Parliamentary resolution had only 'symbolic value'. In other words, the UPA Government and the Congress left the nation in no doubt that they were not committed to implementing the Parliamentary resolution. Obviously, the stand of the UPA Government and the Congress on the Parliamentary resolution condoned the heinous crime of Nawaz Sharif and his Government, which is hand-in-glove with Lashkar chief Hafiz Saeed and ilk. Islamabad, which is overtly and covertly controlled by Inter-Service Intelligence (ISI) and terror outfits like LeT and 'good Taliban', got so encouraged that its National Assembly adopted yet another anti-India resolution on August 22. The resolution condemned India and dubbed Delhi as an aggressor. At the same time, it called for constructive engagement through dialogue so that the Kashmir is resolved in accordance with the UN resolutions. Aggressive Islamabad adopted this third resolution in less than six months in the wake of the August 21 Army response to the Pakistani attack on the Indian forward posts, which culminated in the death of a Pakistani Captain. The fact of the matter is that the aggressor Pakistan blamed the aggression upon India for the tensions on the border and the LoC. Now that the double-speak of Islamabad, which has neither taken action on the perpetrators of the 26/11 Mumbai terror attack nor dismantled terror-producing factories and has violated umpteen times, the ceasefire line and the LoC, stands completely exposed, it is time for New Delhi to act and assert its authority. It must declare that terror and talks cannot go together and expose its double-speak at all available forums, including the United Nations. Besides, it must inform the nation that the August 13, 1948 resolution explicitly recognises the Indian sovereignty in the entire State of Jammu & Kashmir, as it existed on August 15, 1947, notwithstanding the fact that it also provides for the right to self-determination. Remember, the Resolution unambiguously directs Pakistan to vacate the aggression and recognises the right of India to station its troops in the areas (Pakistan-occupied Jammu & Kashmir and Gilgit-Baltistan) to be vacated by Pakistan to maintain law and order. New Delhi needs to tell Pakistan that Islamabad violated the UN resolution years ago, when it ceded parts of the Jammu & Kashmir territories to Beijing and illegally merged Gilgit-Baltistan with Pakistan, and, hence, the UN resolution has become redundant. But more than that, New Delhi must warn Islamabad that enough is enough and that it will retaliate like it retaliated in 1971. Pakistan needs to be told that if New Delhi could help form Bangladesh, it could also help form separate State of Balochistan out of the unnatural formation, called Pakistan.
