| PCI refuses to reduce SPA component | | Lowers SCA | | Akshay Azad JAMMU, Aug 27: The Planning Commission of India has turned down there quest of Chief Minister Omar Abdullah to reduce the Special Plan Assistance Component (SPA) in Annual plan allocation for the year 2013-14, increasing worries of State Government. Sources informed Early Times that in contrast to last financial year of 2012-13 though the PCI has reduced central grants by Rs. 879 Crores, but has enhanced the Special Plan Assistance component. "Chief Minister Omar Abdullah during his meeting at New Delhi on July, 9 2013 with PCI deputy Chairman Montek Singh Ahuliwalia, had requested for decreasing the SPA component and State Government has been assuming positive response but PCI has turned down the request of Chief Minister and increased the SPA component", sources said. They further informed that in comparison to last financial year 2012-13 Central grants of Rs. 6384 Crores, the central grants for financial year 2013-14 have been reduced to Rs. 5505 Crores including Special Central Assistance and Special Plan Assistance. "The SPA component for financial year 2012-13 was Rs. 1984 Crores but for the financial year 2013-14 the SPA component is Rs. 2064 Crores", sources said. They further informed that Special Central Assistance (untied) for last financial year 2012-13 was Rs. 4400 Crores but PCI has reduced the component by Rs. 959 Crores and approved SCA (untied) Rs. 3441 Crores. Sources said that dismayed over diversion of funds from various schemes coupled with prolonged delay in their completion and corruption in State, the PCI has increased the SPA component. "With increase in SPA component, the State Government will not be able to divert any fund. It was a general practice in state that MLAs/MLCs diverted the funds towards their constituency, delaying completion of projects and discrimination with constituencies of opposition MLAs", sources said, adding that with increase of SPA component, Government would not be able to divert any fund. Moreover the decrease in untied grants (SCA) has increased worries of cash starved Jammu and Kashmir Government, as its dependency on Union Government would increase further. The aggregate resources of Rs. 7300 Crores for the State Plan comprise State's Own Resources (non-loan portion) of Rs. (-) 6867.68 Crores corresponding to last year figure of Rs. (-) 6561.95 Crores. "The State Government Budgetary Borrowings (net) of Rs. 3771 Crores in comparison to last financial year figure of Rs. 3364 Crores whiles Central Assistance (Grants) of Rs. 10396.68 Crores for financial year 2013-14 in comparison to last year Central Assistance of Rs. 10497.95 Crores", sources said. |
