SVO to register case on directions of SVC

Srinagar, Oct 12 : The State Vigilance Organization (SVO) has been directed by the State Vigilance Commission (SVC) to probe into the matter related to issuance of fake ISM pharmacists diploma certificates to around 400 persons who managed to get the job under NHRM in connivance with the top officials of Directorate of Indian System of Medicine (ISM).The SVC according to reliable sources received a complaint in this regard some days back and the commission has directed the Director Vigilance Organisation Sheikh Owais Ahmad to probe into this matter. It is important to mention that Early Times had exposed this scam on September 28. . According to details the Directorate of Indian System of Medicine (ISM) officials have been allegedly issuing fake Pharmacist diploma certificates to many boys and girls in lieu of hefty money enabling them to get job of Pharmacist (ISM) under National Rural Health Mission (NRHM). The documents are available with Early Times and it clearly indicates that such diploma certificates have not issued by any institute which undertakes Diploma in Pharmacy (ISM) instead the
Directorate of ISM are themselves issuing the diploma certificates under the seal and signature of the Director ISM J&K Government Dr Abdul Kabir Dar.
Some years back in 2008 a list of 994 blue eyed candidates of J&K were illegally nominated through backdoor means by the ISM Directorate for undergoing "Dawasaz" training which is now called Pharmacist (ISM). After a complaint was filed by some aggrieved candidates the Government cancelled the list vides Government order No: 121 HME (GR 0f 2008) Dated 17.10.2008, the order reads: "Now therefore letter No: HD/54/ISM/2008 Dated: 27.6.2008 forwarding herewith the list of 994 candidates for Dawasaz training is hereby withdrawn and the said list is accordingly cancelled" The backdoor selected candidates tried to knock the doors of Judiciary but the J&K High Court gave a very strong judgment in 2011 which dismissed the writ petition of the blue eyed candidates, the High Court order reads: "For the above stated reasons this writ petition is dismissed. The respondents (Government) however are directed to expeditiously frame and formulate the norms /procedure for making nominations for undergoing Dawasaz training course and select people in accordance with mandate of this judgment" In view of the aforementioned orders how can Directorate of ISM issue Diploma certificates to people when there is no such institute in J&K? How can Director ISM Dr Kabir issue certificates to people in 2009, 2010, 2011, 2012 etc when the Govt has already cancelled the Dawasaz list in 2008 and many candidates selected via backdoor (CANCELLED LIST) have been provided certificates by the ISM Directorate in 2009, 2010. Why has ISM Directorate violated High court orders? According to some aggrieved educated unemployed youth the ISM Directorate not only issued certificates but also provided jobs (Pharmacist ISM) to such fake diploma holders under NRHM after taking hefty amount from them. It is alleged that for each fake certificate / job a candidate was charged Rs 3 to 4 lakhs by the Directorate and an estimated 300 such jobs have been provided under NRHM in the state till date . The case had already been filed in State Vigilance Organization (SVO) but they had not initiated any action earlier against the erring officials of ISM Directorate including the Director ISM Dr Kabir who according to our sources is the main accused in this whole scam. As the matter came into the notice of Chief Vigilance Commissioner of State Vigilance Commission (SVC) Kuldeep Khoda the SVO was directed to initiate the probe.
Pertinent to mention that the Public Information Officer (PIO) of ISM Directorate Dr R K Raina was served with a penalty notice last month (August 23 2013) by State Chief Information Commissioner G R Sufi as the PIO had failed to provide the information related to this matter to an RTI applicant Advocate Shahnawaz Raina from District Court Pulwama. Early Times had carried that story as well last month. According to reliable sources the relevant record has been willfully destroyed by the ISM officials at its head office in Srinagar. Last month a fire broke out in the ISM Directorate Srinagar office which was not an accidental fire but was an intentional one to destroy the record which the RTI applicant sought under RTI.
