JCC accuses Govt of backtracking from written agreement reached in 2011
Decides to launch fresh agitation after Eid-ul-Azha

srinagar, Oct 12: Accusing the State Government of backtracking from the written agreement reached out with the employees on September 15, 2011 the Joint Consultative Committee (JCC) of the Government employees today vowed to carry on struggle until their demands are met.
Addressing a press conference here this afternoon, JCC leader and President of Employees Joint Action Committee-Qayoom (EJAC-Q), Abdul Qayoom Wani said that 'repressive' measures to scuttle the employees' movement would be countered by the employees. Qayoom said the State Government has remained non-committal with respect to demands accepted by State Government in the written agreement.
"If the Government believes that the employees would be cowed down by the recent arrests and other oppressive measures then they are highly mistaken. Our struggle is based on justice and there is no question of holding back. If the State Government has accepted our demands by reaching an agreement with us them why aren't they fulfilling the same," said Qayoom.
The JCC leader said that Chief Minister Omar Abdullah should intervene in the matter and ensure that demands of Government employees are fulfilled without wasting any further time. He said since agreement was reached out in presence of Omar it was obligatory on his part to get the agreement implemented.
"As Eid-ul-Azha is round the corner we have decided not to go fresh phase of agitation in near future. As soon as Eid festivities are over the JCC leaders will meet in Srinagar and Jammu and after that fresh agitation programme would be announced. The message should be loud and clear that the Government employees would not be cowed down and ensure that struggle is taken to its logical conclusion," said Qayoom.
The JCC leader said that some of the Ministers in the State Cabinet want the Government at logger heads with its employees all the time. He also accused of some of the bureaucrats of making merry out of the confrontation between the State Government and Government employees.
"Saner elements both in the State Cabinet and bureaucracy should come forward and help their bit in avoiding confrontation between the Government and its employees. If that does not happen then there would be no agreement and confusion would rule. We also believe in compromise and reconciliation but for that the Government too has to come forward and break the ice. There is no fun in shifting the blame on others while pretending that everything is fine from their side," said Qayoom.
It would be in place to mention here that Qayoom along with scores of employees mostly the leaders of JCC were released yesterday from the Central Jail here. They were arrested in recent crackdown after two rounds of talks between JCC and Cabinet Sub Committee ended in deadlock.
During the recent autumn session of legislature, Finance Minister, Abdul Rahim Rather said that State Government has fulfilled most of the demands of Government employees and there is no reason for them to carry out agitation. The JCC has been demanding regularization of daily wagers, adhoc, contractual and consolidated employees, enhancement of retirement age from 58 to 60 years and removal of pay anomalies.
