Free movement of surrendered, on parole militants posing grave security threat | | | Early Times Report SRINAGAR, Oct 17: Free movement of hundreds of ex militants released on parole by the Government coupled with entry of hundreds of surrendered militants via Nepal border in the State of J&K is seen as big threat to peace process in Kashmir Valley. According to sources, hundreds of ex militants who were arrested by the security forces during various anti militancy operations during last 24 years of turmoil and who were lodged in various jails after their release by the government are roaming freely in the streets of Kashmir and as there is no guarantee of their change of heart, these militants can be big threat to restoration of normalcy in trouble torn State. Sources said the dreaded militants who had been on the forefront of secessionist movement in Valley during nineties are now free and they move on streets of valley without any fear or threat. People who know them and are aware of their deeds when terrorism was on its peak in valley still feel scared with them and apprehend that without change of heart and mind these ex militants can easily be trapped by their mentors across the border again and pushed in revival of terrorism in the State which Pakistan is trying unsuccessfully for a long time now. Sources said these surrendered militants who were earlier associated with dreaded Hizbul Mujahideen, Allah Tigers, JKLF and various other outfits after their release on parole are freely moving in villages, towns and cities of Kashmir and no steps were taken by the Government to put them in counseling centers for three or four months for counseling them to enter the main stream by saying good by to gun and arms for ever. Sources said the people feel totally scared of them and though not joining the terrorist ranks directly some of them are openly linked to secessionist organisations and have organized huge conventions of Jammat -e-islamia and other secessionist organizations in Kashmir at different places recently. Sources said with Jamat's anti India role open to everybody people apprehend that these ex-militants have every possibility of trapping in the hands of the secessionist orgnisations and Pakistan again to create disturbances in State in general and Pakistan in particular. Some well meaning people in Kashmir have taken up the issue with the higher ups in State Government and also written to Union Home Ministry especially after Pakistan created fresh tension on LoC during last two three months and tried to push more and more armed desperados in the State, sources said. Sources said these well meaning people have not hesitated in making it clear to Union Home Ministry as well as State Government that releasing of these militants on parole in bulk and entry of surrendered militants via Nepal and other borders can jeopardize the peace process in the State and can also prove suicidal. Even some opinion makers in the State have come into sharp contrast of this policy of both State and Union Governments and have expressed their serious apprehensions against the same. While raising a question mark over the rehabilitation of these militants the opinion makers ask that this way the militancy will be considered as a premium by the seven lakh unemployed youth in the State hankering for jobs for years together.
