Jammu, Oct 17: The slow progress of various projects under Prime Minister’s Reconstruction Plan (PMRP) could be attributed to delay on part of concerned departments to release the funds as crucial six months of financial year 2013-14 have passed but not a single penny has been released to the companies, executing works for Transmission and Distribution sector in state.
Moreover, nearly three months since Planning and Development Department (P&DD) has conveyed authorization for utilization of Rs. 99.85 Crores for Transmission and Distribution (T&D) sector to Power Development Department (PDD) , the amount has been withheld by Commissioner Secretary Power for the reasons best known to him.
Sources informed Early Times that the P&DD on July, 29, 2013 had conveyed authorization for utilization of Rs. 99.85 Crores for Transmission and Distribution under the state sector of PMRP, but same amount has been withheld by Commissioner Secretary Power AK Mehta compelling the executing companies to shun the work.
They further informed that for the last 8 months all the executing companies have suspended the work due to delay in releasing of funds by government. "Even we have also took up the matter in the meeting of Central Electricity Authority (Government of India), which is nodal agency monitoring the progress of T&D in Jammu and Kashmir. The CEA had assured the contractors that they would take the matter with J&K government but for no avail", an official of executing agency said.
He further informed that despite repeated appeals to Commissioner Secretary AK Mehta for release of funds, nothing positive has come out. "The next meeting of CEA is scheduled to be held on October 25, 2013 to review the progress of various works relating to transmission projects at Sewa Bhawan, RK Puram New Delhi-66. All top management representatives of executing companies have been invited. We will take up the matter once again in the meeting", he said, adding that the delay on part of release of funds has badly affected the executing companies.
An official of PDD informed that even if when the funds would be released by Commissioner Secretary, it would take around one month for funds to reach to contractor. "After approval of Commissioner Secretary, same will move to Development Commissioner Power, Chief Engineers, Executive Engineers, Director Finance, Treasury and then to account of company", he said, adding that already crucial working season has been passed and no work has been done so far.
Notwithstanding the fact that it is the last extension given to Prime Ministers Reconstruction Package, but from the present circumstances it appears that very less work will be done under PMRP.
