Rs 12 crores go down the drain as SKIMS fails to set up Human Genetics, Local Area Networking Systems | CAG pulls up Institute for lax financial management | | Jehangir Rashid SRINAGAR, Oct 17: More than 12 crore rupees have gone down the drain as the authorities of Sher-I-Kashmir Institute of Medical Sciences (SKIMS) Soura have failed to set up the human genetics and local area networking systems at the lone tertiary care hospital of the Kashmir valley. In its report for the year ending March 31, 2012, Comptroller and Auditor General (CAG) of India has said that Advanced Centre for Human Genetics and Local Networking Systems could not be established in the Institute due to improper planning despite investment of Rs. 12.12 crores made thereon. "The infrastructure development was not planned properly as the works targeted for completion by 2010-11 were incomplete. Besides, seven schemes for which Rs. 8.51 crores had been credited to civil deposit head were not taken up for execution. The internal control system of the Institute was inadequate," said the CAG report. The CAG report said that the Institute did not have any approved long term master/perspective plan for phased and planned infrastructure development and for purchase of medical equipment of civil infrastructure. It said the project and financial management in the Institute was lax as manifested in persistent under-utilization of allotted budget ranging between eight to 28 percent, irregular withdrawal of funds ranging from Rs. 0.73 crores to 14.42 crores for crediting to Civil Deposits to avoid the lapse of budget, irregular utilization of funds up to 61 percent of sundry hospital receipts for unapproved purposes and irregular personal claims. The CAG report said that as per the Institute's own reckoning, the shortage of faculty in the Institute and SKIMS Medical College was 40 and 56 percent respectively as of March 2012. Further, the vacancy of medical/Para-medical/nursing and administrative staff was 32 and 34 percent in the Institute and 37 and 54 percent in SKIMS Medical College respectively. No staff was posted for the Critical Care department of the Institute having bed strength of 12 which was raised to 60 in January 2012. "Senior positions like Registrar-cum-Controller of Examinations, Deputy Registrar Academics, Deputy Controller of Examination and Assistant Controller of Examinations were not being manned by regular, eligible employees as the vacancies had not been filled up after retirement of regular incumbents," said the CAG report. The CAG report said that effective strength of medical/paramedical/nursing staff and administrative staff in the Institute was in the ratio of 53:47. The Governing Body realized in October 2011 that the staff structure in the Institute was lopsided and ordered a review through an expert external agency, which had not been done. "No roadmap to achieve excellence in medical research had been prepared by the Institute and that no agenda in this regard was presented in any of the meetings of the Governing Body. The research activity had been restricted just to payment of monthly clinical research allowance of Rs. 2,500 to the faculty members without verifying the eligibility conditions for the allowance," said the CAG report. |
