Illegal promotions of CHOs in Horticulture Department | | | Early Times Report
Srinagar, Oct 17: The Horticulture Department has recently issued promotion orders of some blue eyed district level officers in violation of SRO 161 dated 23-04-2002 and promoted as Chief Horticulture Officer, Kupwara. According to the SRO 161, district level officer should complete five years service as District Level Officer but Saif-ud-Din Ganai (recently promoted as CHO, Kupwara) has not completed the required eligibility as per SRO 161 dated 23-04-2002.To give him undue benefits. He is going to eligible for CHO post on Jan 12, 2014.As per eligibility under SRO 161 dated:23-04-2002, only six senior most officers of the department are eligible for Chief Horticulture Officer posts they are:Mr. Ajeet Kumar Sharma, Abdul Kabir Mallah, Shabir Ahmed Matto, C L Sharma, Zahoor Ahmed Bhat and Abdul Hamid Bhat. They are the officers who have completed more than five years service as district level officers for the next higher post as CHO. Meanwhile, it is apprehended that the proposal of one Kirtan Singh DHO, Jammu is also under consideration for promotion as CHO against the available vacant posts which is share violation of SRO 161 dated 23-04-2002. Mr. Singh involved in criminal case under section 323 RPC 18 pending in the court of sub-registrar Jammu. As the said officer will be eligible for CHO post on 30-12-2014. The authorities of Horticulture Department also gave a clean chit to the Kirtan Singh, DHO Jammu's involvement in criminal case. The recently issued order No. Agri/Horti/51/1998 dated:12-08-2013 said 'the period from 12-10-2006 to 14-10-2006 during which S Kirtan Singh was arrested by the police and remained in the police custody for a period beyond 48 hours be treated as leave whatever kind due to him, under rules. To treat the period of suspension W.E.F 15-11-2006 to 26-03-2009 as on duty since the officer has been acquitted from the charges of offence under section 306 RPC and the challan dismissed by the Hon'ble Court. The employees have sought intervention of the concerned minister. |
