JAMMU, Oct 22: Bizarre it may sound but true that a newly floated Non Governmental Organization (NGO) Jammu and Kashmir Rural Development Coordinate Society (JKRDCS) today advertised 2159 posts of different categories but astoundingly the appointment letters for some posts were issued to candidates months before following payment of huge amount by youth.
The corporate headquarter of JKRDCS are at Shanti Parkash Complex, opposite Krishi Bhawan, Gole Pulli, Talab Tillo Jammu, but when this correspondent visited the office, a large number of youth were seen standing near the office and were enquiring about the work and salary as same had issued appointment letters few months back.
"We get the appointment letter for the post of Field Officer (monthly salary Rs. 8000) after paying Rs. 70, 000 around two months back and the officer had asked us for joining within few days, but for the last two months we are visiting the office daily and return empty hands as office boys are making excuses", an applicant said while showing the appointment letter.
He further said that he had not filled any application form for any post but after paying the money, he directly got appointment letter with stamp and signature of Director of JKRDCS. "The office bearers had assured us that once the field work will start, your will start getting salary, but not even the field work start and not our salary", he rued.
Another applicant, who had also appointment letter of Field Officer with him, said that he paid Rs. 75,000 in advance and got appointment letter. "One of the person who claimed himself as personal assistant of President of Society Adil Khan, assured us for joining within few days, but neither our joining held and not salary starts", he said.
A local resident of Gole Pulli area said that the office of JKRDCS was opened around six months back and at that time they had advertised application forms and youth of various far flung area including Samba, Kathua, Chadwal, Kishtwar, Doda, Rajouri, Poonch, RS Pura and Bishnah visited the office and got appointment letters that too after paying huge sum of amount.
"The office got closed for around two months and once again opened around one and half month back. The officers were also asking for recruitment of my son in lieu of Rs. 60,000 but I had refused. Now several applicants are seen visiting there for want of work but it seemed that everything is seemingly fake", he alleged.
When enquired about the JKRDCS, Director Adil Khan said that the Society was registered on 13th of September, 2013 with Registrar of Societies Government of India. About registration of JKRDCS within Jammu and Kashmir, he gave a contradictory reply, saying that they had separately registered the Society on the name of Jammu and Kashmir Rural Development Coordinate Society JKRDCS due to Article 370 in state, but on the contrary he also said that Society was not registered anywhere in Jammu and Kashmir.
The Director of Company claimed to provide jobs to around 36,000 unemployed youth across state in coming years but the youth who have already got the appointment letters have not been put on job.
Moreover, when asked about funding , Director Adil Khan said that they would also start some works, which would generate funds. If one calculates the amount needed by Society to give only salaries to the employees, proposed to get engaged, the Society will have to spend Rs. 2.26 Crores per month and in one year Rs. 27.18 Crores, but the funding to Society is unknown.
When asked about the issuance of appointment letters before advertisement, Director said that he was unaware about the matter and has constituted an enquiry committee.
Moreover, if one goes by the website of JKRDCS, in the option of aim and objectives, the Society has proposed to do numerous works including construction of Schools, Colleges, Nursing Colleges, Hospitals, Census of population including their age, sex, voters, qualification besides education of every household regarding equipment of cooking gas, maintaining graveyard, cremation grounds, repair and preserve monuments in J&K, protection of environment, setup hydro projects, to help poor indigent persons in marriages of their children, establish wells, ponds their maintenance and numberless other works, or one can say, if the proposed works will be actually done by this Society, the work of all government departments across Jammu and Kashmir will finish.
The issuance of appointment letters before advertisement in lieu of huge amount, unknown source of funding, advertisement of such huge posts, non registration of Society with any government institution of state, numberless proposed works, frequent opening and closure of office beside other grey marks only points towards the fact that there is something fishy in the matter and all government agencies are in deep slumber. |
