| Throwing norms to wind, Directorate of Technical Education issues premature transfer orders | | Some ITIs continue to function without instructors | | Jehangir Rashid
SRINAGAR, Nov 5: Throwing all rules and regulations to the wind Directorate of Technical Education has issued premature transfer orders of officials posted at the different Industrial Technical Institutes (ITIs). The issuance of such orders has upset the daily functioning in these ITIs.
At ITI Budgam the Cutting & Sewing Instructor was transferred vide order number 272 of 2013 dated March 28, 2013 to ITI Ganderbal only after six months being posted at ITI Budgam. A workshop attendant was promoted as instructor and posted in ITI Budgam. Only after four months this instructor was transferred from ITI Budgam to ITI Anantnag.
The official who was to be posted to Budgam in her place was retained in Anantnag leaving the Cutting & Sewing trade in ITI Budgam without the instructor. As such one of the important trades at this ITI was rendered defunct thus pushing the students to wall.
Director Technical Education vide order number 710 of 2013 dated October 11, 2013 transferred Cutting & Sewing Instructor from Handwara to Baramulla and Instructor of Baramulla to Bemina and instructor of ITI Bemina to Hajin leaving the Cutting & Sewing trade in Handwara without the instructor.
Placing the instructor of Cutting & Sewing trade in ITI Hajin and leaving ITI Handwara as idle raised huge question over the functioning of the Directorate because in ITI Hajin there is no Cutting & Sewing trade functional.
When the problem for withdrawal of pay to the instructor who was transferred to Budgam but retained in Anantnag arose, the Director, Technical Education vide order number 76 of 2013 dated October 24, 2013 transferred the post of Cutting & Sewing instructor to Anantnag for drawal of pay to the retained instructor.
The Cutting & Sewing Instructor who was transferred from Budgam to Hajin was left without post for withdrawal of her salary which created huge confusion over the functioning of the Directorate.
Director Technical Education vide order number 724 of 2013 dated October 21, 2013 ordered for the pre-mature transfer of a 'blue eyed' Cutting & Tailoring Instructor of ITI Pampore to ITI Ganderbal and the instructor of ITI Ganderbal to ITI Pampore. The Cutting & Sewing Instructor of ITI Ganderbal who was posted there just before six months from Budgam vide order number 272 of 2013 dated March 28, 2013 got the impugned order number 724 stayed from High Court thereby leaving ITI Pampore without instructor.
Various such pre-mature transfer orders were issued during the month of October especially between October 15 and 25. A 'blue eyed' Welder Instructor who was transferred after 15 years from ITI Ganderbal to ITI Baramulla on complaint basis has been transferred to choicest place ITI Srinagar only after one year tenure at ITI Baramulla.
Not only this, Director Technical Education ordered that his 'blue eyed' Turner Instructor is transferred from ITI Anantang to ITI Srinagar against the Fitter Instructor and the Fitter instructor of ITI Srinagar to ITI Anantnag against Turner trade vide order number 527 of 2013 dated July 30, 2013 thereby putting the training programme of both these trades to shambles. |
