Jammu, Nov 5: Blame it on the lack of accountability on part of the administrative heads of various departments, clouds of uncertainty are looming large over the release of Special Plan Assistance (SPA) amounting Rs. 2064 Crores under Annual Plan 2013-14 by Planning Commission of India, as after expiry of November 5 deadline, around 50 percent departments are yet to submit scheme/project wise details in the prescribed format for being uploaded under CAS-MIS system. Sources informed Early Times that the Planning Commission of India (PCI) had withheld the release of SPA component to the tune of Rs. 2064 Crores out of total Rs. 7300 Crores annual-plan, and had unambiguously directed to state government to submit the Action Plan Reports (APRs) under the web-based programme CAS-MIS for obtaining release of SPA funds to the tune of Rs. 2064 Crores. "Following directions of PCI, the state Planning and Development Department had set November 5 as deadline for all the District Development Commissioners/ Heads of the departments for submission of project/scheme wise details in the prescribed format but so far only 50 percent of departments have submitted the Action Plan Reports (APRs) under prescribed format. Sources further said that though many departments have submitted the Action Plans under prescribed formats but there were discrepancies including lack of information, incorrect information beside others in the Action Plan Reports, following which objections were conveyed to concerned departments for corrections of same. "If discrepancies can be found in Action Plan Reports, same cannot be uploaded on the website under CAS-MIS format. Many departments have send the APRs but a sizeable number of APRs were returned by P&DD to concerned departments for making corrections", an official seeking anonymity said. He further said that the P&DD has scheduled to hold two separate meetings with Administrative Heads of various departments and Deputy Commissioners on November 6 and 7 respectively, to discuss status of Action Plans send by them. Another official seeking anonymity said that there were bleak possibilities of total release of Rs. 2064 Crores of SPA component, as the PCI has been raising objections for the last few months. "The PCI is seemingly buying time by raising objections so that only little funds under SPA component will be released, which will ultimately hamper the development works across state", he alleged. |
