| Sectt wears dull look, Political bosses on touring spree | | Ministers reaping 'full harvest' of official positions | | Early Times Report Jammu, Nov 26: As Jammu is gearing up for a lot of political activity in run up to elections, the Civil Secretariat, highest seat of power wears a deserted look with ministers from both the alliance partners choosing to stay away from their offices and tasks assigned to them for functioning of various departments. Touring and visits to their constituencies for political activities is increasing by the day, with all in race to consolidate their political positions with 'resources' available to them and cashing in on their status in the echleons of power.However, there is a difference on the gains consolidated by senior ministers and their juniors. Sources within the Secretariat said that almost all ministers are seen making the schedule of tours and visits to different areas , their own constituencies being the prime places where they spend most of time in holding meetings , interaction with workers and even organising small scale rallies. This is all done at the expense of their positions in more than one way. One that their absence from the offices very often is rendering the working defunct , even though for this the ministers are heavily depending upon their bureaucrats. The works which public as visitors for getting their matters settled are also getting badly affected by the constant and consistent absence of mantris from the Civil Secretariat, said the sources. Sources also said that more than relying on Babus for offcial works in their absence, the ministers are more often seen summoning them for organizing their tour programmes, which even though for aggrandizing their personal political motives is clubbed with some official activity. The expenses, so made on the frequent travel and tour programmes are obvioulsy put in the official expenditures as this can never be questioned from any quarter. The practice also throws to wind the commitment of adhering to austerity measures, which was shown by this coalition led by Omar Abdullah long time back, when the state was projected to be facing financial constraints in meeting expenditure on other fronts, no matter these were more genuine than what is being done by the government on other less productive fronts. However, in the whole process of resorting to heavy tour and travel agenda ahead of elections by the ministers, not all of them stand gained entirely in being the ministers, said the sources.The 'old horses' who enjoyed ministerial status for entire tenure of coalition led by Omar Abdullah have reaped a good 'harvest' whereas those who were made ministers last year are at receiving end, sources further said, explaining that the new ones are not able to do what they had 'envisaged' to upon becoming the ministers for a couple of reasons. Some of them are now repenting as to why they accepted the offer of not so vital ministries which are not giving them benefits in any way,sources said. What is adding their problems is that they are not even able to fulfill the expectations of the supporters and own people who would matter in coming elections again as the work and functioing of the government as a whole has come to virtual halt within the Secretariat. |
