| Free for all in Technical Edu deptt, officials get promotions without DPC meeting | | Five Senior Assistants promoted as Head Assistants | | Jehangir Rashid SRINAGAR, Nov 26: There seems to be no end to the promotion of officials in the Technical Education department without convening Departmental Promotion Committee (DPC) meeting. In a latest example five Senior Assistants were promoted as Head Assistants without following the procedure as set out in this respect. Sources told Early Times that Director, Technical Education, Jai Pal Singh regularized five Senior Assistants as Head Assistants vide order no 671 of 2013 dated 04-10-2013 without convening the meeting of the Departmental promotion committee constituted by the Government vide order No 171-Edu (tech) of 2012 dated 15-10-2012. Sources said that Deputy Director, Directorate of Technical Education has been nominated as Member Secretary, DPC. They said that Provincial Deputy Directors of Jammu & Kashmir and Deputy Secretary, Department of Technical Education are the members of DPC. "A meeting of the promotion committee members was convened in the office of the Director, Technical education on 05-09-2013 wherein all members except Deputy Director, Technical Education Jammu division were present. The recruitment rules governing SSR of Technical education were discussed in length, but no decision regarding regularization of head clerks was taken in the said meeting for some unknown reasons," said sources. Sources said that Director Technical Education sidelined all the committee members and issued orders of regularization of Head Clerks vide order No 671 of 2013 dated 04-10-2013. The promotions were given retrospective effect from the date the officials passed secretariat training in the pay scale of 9300-34800+4200 GP. Following these orders the officials drew arrears thus causing huge loss to state exchequer. The order issued by Director Technical Education reads: "Pending clearance by the DPC, the following senior assistants working as incharge head assistants in their own pay and grade with the benefit of charge allowance are hereby regularized in the sanctioned pay scale of 9300-34000+4200GP from the date they have qualified the secretariat training as indicated against each," said sources. The five in-charge Senior Assistants promoted as Head Assistants are Abdul Rashid Hafiz, Farooq Ahmad Bhat, Abdul Rashid Shah, Masood Ahmad and Mushtaq Khandey. In the remarks column of order, Director, Technical Education has remarked that Abdul Rashid Hafiz is already placed in the pay scale of 9300-34800+4200 GP. The sources said that how and why this happened is a serious question and the Director should answer the question. "Abdul Rashid Hafiz was initially appointed as Workshop Attendant (Technical Cadre). His cadre has been changed and placed in Ministerial Cadre and given illegal promotion from time to time in absence of DPC meetings. His name has never been cleared by the Directorate and at the same time no responsibility has been fixed by the government to the officer for giving undue benefits to the official in violation to rules," said sources. Sources said that Director, Technical Education has also made large number of promotion of Senior Assistants as Head Clerks vide order no 702 of 2013 dated 10-10-2013 and junior Assistants as Senior Assistants vide order no 703 of 2013 dated 10-10-2013 without convening the meeting of DPC. |
