Question papers seized from Peer's residence, hefty money deals alleged
After CET expose, Patwar entrance exams 2013 under cloud

srinagar, Nov 27: Following the seizure of question papers of Patwar examination from the residence of former chairman of Board of Professional Entrance Examinations (BOPEE), Mushtaq Ahmad Peer doubts have been raised about the selection of candidates following the entrance examination conducted by the Board for the first time last year.
Sources told Early Times that former BOPEE Chairman made merry after receiving hefty sum from candidates who appeared in the 2012 entrance examination of Patwaris conducted by BOPEE. This put the entrance examination under cloud and since the recent fiasco involving sale of Common Entrance Test (CET) papers doubts have also been raised over the Patwar examination.
"Some of the candidates who didn't deserve to be selected passed out with flying colours. On the other hand the deserving candidates could pass out with great difficulty. This put the entrance test into quandary and as such it is quite natural that doubts are raised. Some of the candidates who passed their 12th class examination with third division were among the toppers," said sources.
Sources said Crime Branch last week seized question papers for Patwar test held this year from the residence of Peer during raids. The seizure of question papers from the residence of former BOPEE chairman gives impression that there is something fishy about the selection of Patwaris and it needs to be probed.
"Former BOPEE Chairman took hefty amount from scores of candidates who were selected as Patwaris in the Revenue department. After the October 2012 examinations BOPEE selected more than 1400 Patwaris and scores among them didn't deserve since they were inefficient in their studies. A good number of intelligent candidates had to eat humble pie since they could not afford the money demanded by Peer and his agents," said sources.
It would be in place to mention here that BOPEE was entrusted with the responsibility of holding the Patwar examinations from this year and around 1500 candidates appeared in the examination. Following this the selected candidates were asked by the Revenue department to appear in the departmental examination, the results of the same were declared two days back on November 25. The departmental examination was conducted by the Office of Financial Commissioner, Jammu & Kashmir.
"After the declaration of results services of Patwaris were regularized and this included the lot that was not efficient in their studies. Since the role of former BOPEE chairman is under cloud it would be proper to hold a probe in the examination conducted by them so truth comes out. The Revenue department should take up this responsibility and put the selected candidates through a test so that the picture becomes clear," said sources.
Sources said that the candidates who failed in the departmental examination would be given another chance. They said if a candidate fails for the second consecutive time he or she cannot join the Revenue department as a Patwari and as such the selection would be cancelled.
