Schools & ETT Institutes Association (Progressive)" while communicating over the fresh initiative of state government i.e. constitution of expert panel to formulate education policy, termed it merely its repeated reflection of a casual approach towards the much sensitive issue. Absence of sufficient nomination of school education experts and nil participation of private stakeholders certainly puts a question mark on this initiative of state government, association alleged. Image of the outside state members of the panel is not known but so far as the locals are concerned had never performed any constructive role in school education, it further alleged. Again in absence of any reputed Bose Ex-Chairman or Director Academics, nomination of a police background former Vice-Chancellor of BGSB University is also quite indigestible, Association stated. Players of the private education sector are undoubtedly performing a significant role in every field of education as on date and they of course need to be taken into confidence by the government while proceeding for reforms, Association urged. Union HRD minister's initiative fixing the age of beginners as four years was later on amended as three years by the Delhi High Court but on the other hand our state government has drafted guidelines for pre-nursery class in its SRO-123, shockingly stated by the Association. Due to self created conditions of poor infrastructure and weak performance of government schools, public prefers to send its wards in private schools pursuing without any adequate syllabus of beginning classes as per the age and present health conditions of innocents, Association confessed. Casual approach of the concerned parents is also equally responsible for the said trend, it further alleged. Failure of Government to provide the basic amenities to the children is also a main factor in context of an overall development of the beginners, Association alleged more. Association strongly pleaded for a much required participation of masses in formulating the policies particular the sensitive ones. Association also pleaded for putting the final drafts of such policies in public domain for comments before any approval as it had recently done in "Right to free & Compulsory Education" " Draft on two years D.Ed. course" & "Teacher Cadre Structure & Norms. Association finally urged the state government for a review over its recent proposal of expert panel for formulating the education policy. |
