NABARD organizes workshop for up scaling Self Help Groups

Jammu, Nov 28: NABARD organized State Level Workshop for up scaling Self Help Groups- Banks linkage programme for J&K State today.
NABARD, Jammu & Kashmir Regional Office organized a one day Workshop at Hotel 'Jehlum Resort', with the stakeholders for up scaling Self Help Groups (SHGs) - Bank linkage programme in the State. The workshop was attended by officials from Reserve Bank of India, NABARD, GiZ, New Delhi, Banks, NGOs, State Government officials and experts connected with the SHG-Bank linkage programme in the country. The Workshop was inaugurated by Mushtaq Ahmed, Chairman, Jammu and Kashmir Bank ltd. Ahmed, in his inaugural address has appreciated the NABARD's efforts in rural development especially, rural women through linking of SHGs with banks. The SHGs not only help the women in financial inclusion but help them in economic and social empowerment. He has highlighted that J&K Bank is lead bank of State and making every efforts in financial inclusion and also providing banking services to the rural hinterland.
B.G.Mukhopadhyay, Chief General Manager, NABARD highlighted that the scheme of Self Help Groups (SHGs) was conceptualized by NABARD way back in 1992 and has emerged as one of the largest microfinance programme in the world. The SHGs programme is one of the tools for financial inclusion for bringing financially excluded women under the banking fold through SHG approach. So far, under this progamme, over
95 million poor rural households have been covered under SHG-Bank linkage programme in the country. The programme which started with 500 SHGs of rural poor two decades back, is now linked 7.3 million of SHGs (upto March 2013) with a loan outstanding of Rs.40,000 crore. Mukhopadhyay indicated the progress of SHG-Bank linkage in the state is not comparable to the national trend. The State has a potential of formation of 90,000 SHGs to cover the 14.98 lakhs rural households. In the State so far 5796 SHGs have been saving linked with total savings of Rs.970.49 lakh. Further, 4240 SHGs are having loans outstanding of Rs.1909.78 lakh. The NPAs as percentage to loans outstanding as on 31 March 2013 was 2.57% as against the national average of 7.08%. There is huge scope of formation and linkage of SHGs with banks and NPAs position is not alarming as compared to the national trend.
The representative of the Reserve Bank of has indicated that the loan to women SHGs will be available at 7% and difference in interest will be subvented to banks by Govt of India.
The one day workshop was aimed at sensitizing the stakeholders to enlarge their role space in SHG-Bank linkage programme and prepare a road map for upscaling the programme. The experts and bankers from outside the state also attended the workshop and shared their experiences.
