Chief Justice Kumar constitutes two committees for 're-engineering'

Jammu, Dec 17: On the recommendation of e-Committee, High Court of J&K, Chief Justice of High Court of J&K, M.M Kumar constituted two committees on Civil and Criminal side for process re-engineering.
An official spokesperson said that the committee on Civil side comprise Justice Muzaffar Hussain Attar, Justice B.L Bhat while committee on Criminal side comprises Justice Tashi Rabstan, Justice J.R Kotwal, Harbans Lal and D.K Kapoor former District & Sessions Judges.
"Both the committees work on draft for discussion on process re-engineering under the supervision of Justice Mohammad Yaqoob Mir, Chairperson, e-Committee High Court of J&K, he added.
Khalil Choudhary, Central project coordinator, e-Courts, High Court of J&K stated that Process and procedure concerning justice delivery are of great importance both to litigants and lawyers. "If the processes and procedures are archaic, there is a possibility of justice delivery being delayed. Keeping this in mind, there is a need to revisit the existing processes and procedures which were devised and designed years ago and are still being followed in many District Courts, he said.
Referring modernization of legal system, he said, " there is a need to examine whether, due to the passage of time and advancements that have taken place (both technology related and otherwise) court related processes and procedures should be streamlined or not. "In addition to modernizing the existing processes and procedures, we need to innovate and introduce new processes and procedures to expedite disposal of cases at the District Court level, he said adding, "purpose of this document on process re-engineering is to encourage all the District Courts to conduct the dual exercise of modernization and innovation so that justice delivery is expedited.
Choudhary further said the objective of the constitution of these committees include to study the existing rules, processes, procedures and forms in vogue in the District Courts, To modernize the existing rules, processes, procedures and forms to make them litigant friendly and technology related, To introduce new rules, processes, procedures and forms to avoid administrative delays in the District Courts and thereby assist in expediting disposal of cases, To compile the new rules, processes, procedures and forms and officially publish them for use in the District Courts.
The committees have been entrusted with responsibilities like Filing Procedures, Scrutiny of cases filed,
Listing of Cases on priority basis, Allocation of Cases, Cause Lists, Daily Orders and Judgments and Service of Notice besides Payment of Court fees.
He said these are only some illustrative suggestions that the committees need to look at to re-engineer the functioning in the District Courts
