| Supports Lokpal in Parliament, patronizes corrupt in J&K | | NC's hypocrisy | | Early Times Report JAMMU, Dec 17: Chief Minister Omar Abdullah who is supporting the passage of anti-corruption ombudsman Lok Pal in the Parliament has done little or nothing to root out corruption from the State. The setting up of Vigilance Commission for which he takes much credit doesn't have constitutional status and the many cases are pending Government approval to prosecute Government officers. "About 200 cases are pending Government approval to file cases against the corrupt officers in the court. But till now the approval has not been granted and it is being seen as encouragement rather than deterrent for corruption," said a senior Government official. The Vigilance Commission has still not started functioning properly and till now no big fish has been caught in the last five years. "Omar had talked about ending corruption and removing the tag of state being one of the most corrupt states in the country. He had even asked officers of Vigilance Department to go whole hog against corruption . But it ends here only in statements as it was not translated in the action," said a senior police official. The officials hold the view that they made to feel helpless as Government doesn't give them approval and files of corrupt officials keep pouring in. "The State Government can alteast make the Vigilance and Crime departments more effective on the pattern of Central Government departments. "Look at CBI how effectively it works though there are allegations of Government interference. Cases once registered are investigated and charge sheets are filed in the court. But here corrupt officers know that even if the cases are filed, it will take ages before approval is given and by the time charges are filed in the court they would have retired safely ," said a senior official. The seriousness of the State Government can be gauged from the fact the every decision of the State Accountability Commission has been challenged in the court and Government has not made serious effort to contest the case and get the clearance of the stay and initiate proceedings. "Accountability was billed as the best commission to root out corruption but it has become redundant now and Government in the last five years has not made any effort to strengthen it," said a senior Congress Minister wishing not to be named. |
