| More than 300 posts lie vacant as Technical Education department sits over relevant recruitment rules | | Successive meetings fail to break ice | | Jehangir Rashid SRINAGAR, Dec 17: More than 300 posts are lying vacant in the Technical Education department as these posts created by the State Government in 2003, 2005 and 2008 have not yet been incorporated in the relevant recruitment rules of the department. Sources told Early Times that the proposed draft recruitment rules regarding mode of appointment for newly created posts are pending in the administrative department of Technical Education since 2008. Delay in the filling up of these posts has blocked entry of young engineering graduates in the Technical Education department. "Newly created posts include two posts of Joint Director, two senior scale principals, two superintendents (technical), four inspectors of trainings, senior investigator, 11 group instructors, 268 vocational instructors, 11 drawing instructors, nine social study instructors and seven language instructors," said sources. Sources said that mode of recruitment for filling up of newly created posts is meant for both departmental as well as educated un-employed youth. They said if the Government would have incorporated these posts in the relevant hierarchy well in time neither departmental nor unemployed youth would have been affected "This kind of high handedness by department has not only blocked the employment avenues of young un-employed youth, but promotional avenues of departmental deserving candidates as well. Most of the officials superannuate from their services without getting their regularization on higher posts because of pending recruitment rules," said the sources. Department of Technical Education is governed under SRO 145 of 2002 (non-gazetted) and SRO 328 of 2002 dated 10-04-2002 (Gazetted) wherein the mode of recruitment for departmental candidates and direct recruitments is described. "The State Government vide order number 67-Tech-Edu of 2008 dated 26-05-2008 created huge number of new posts for implementation of 100 percent centrally sponsored schemes for upgradation and strengthening of existing ITI's, establishment of women ITI at Jammu and creation of additional women wings in existing ITI's of the state. The newly created posts have not yet been incorporated due to absence of relevant recruitment rules," said the sources. Sources said that in 2007, Director Technical Education vide order number 941 of 2007 dated 13-11-2007 followed by order number 04 of 2008 dated 02-02-2008 constituted a committee of eight high rank officers of the department including two provincial deputy directors for deliberating on the issue of modification\up- gradation of the existing gazetted and subordinate recruitment rules. "The committee comprising of eight officers not below the rank of principal met in the office of the Director Technical Education on 08-01-2008 under the chairmanship of Director Technical Education and submitted its proposal of draft rules to Commissioner Secretary, Department of Technical Education for grant of approval," said sources. Sources said that many meetings were held during the tenure of former Commissioner Secretary, Technical Education Bashir Ahmad Runiyal for modification\incorporation of newly created posts in the relevant recruitment rules, but till date no decision was taken in this regard. They said this has resulted into a situation where funds under centrally sponsored schemes have gone waste.
