| Minister, Secretary CAPD land in trouble waters; CVC initiates probe for embezzlement | | | Sumit Sharma JAMMU, Dec 17: State Cooperatives Minister Dr Manohar Lal and Abbas Dar at present Secretary CAPD have landed in troubled waters after fresh complaint was lodged against them in State Vigilance Organization for their alleged involvement in bungling/embezzlement worth crores of rupees in making hundreds of illegal appointments in Cooperative department. Highly placed sources within Vigilance Organization informed that in a complaint lodged to Chief Vigilance Commissioner, J&K, Jammu, a copy of which is forwarded to B.B. Vyas, Principal Secretary to Chief Minister and R.K Jerath, Vigilance Commissioner, J&K, Jammu, the complainant namely Imtiyaz Ahmed Lone son of Abdul Gani of Seelu Sopore has alleged that Abbas Dar at present Secretary CAPD during his tenure as Registrar Cooperative Societies in connivance with Dr. Manohar Lal Sharma, State Cooperative Department minted crores of rupees through illegal appointments. The complainant also sought in depth investigation into the huge assets acquired by Abbas Dar, disproportionate to his income. As per complainant, "With the approval of State Chief Minister, the state government in the GAD vide communication No GAD.Vig-6 Camp/2012 ordered probe against State Cooperative Minister and Abbas Dar, the then Registrar Cooperative Societies and Abdul Hamid Secretary (rtd) into the multi-crore scam in Cooperatives Department and said Abdul Hamid while acting as a whistle blower, offered his services to assist the prime investigating agency (COK) in establishing the said scam. A high level committee of three senior IAS officers namely Swagat Biswas, Sheikh Mushtaq Ahmed and Mohd Afzal Bhat , indicted Abbas in making 3000 illegal appointments as Director Urban Local Bodies, Kashmir". In his address to CVC, the complainant said, " Since the State Government has brought the SVO under the direct Superintendence of State Vigilance Commission, headed by you, thereby eliminating all chances of adopting any selective approach by the SVO and further to ensure judicious disposal of all pending cases with SVO on speedy basis in observance of the State Vigilance manual. Your are most respectfully requested to kindly direct the SVO for registering criminal cases against the delinquent minister and Abbas Dar treating the matter as most urgent so as to restore faith and confidence of the law abiding citizens of the state". Sources further said that, the complainant has attached all valid documents with the complaint to prove his allegations against minister and Abbas, meanwhile, sources added, the CVC has marked the case to Vigilance Organization, Jammu for probe. Worthwhile to mention here that Minister Manohar Lal is already facing music from House Committee for his alleged involvement in multi crore scam in JAKFED. The fresh complaint of corruption against him further put him in slough of despondency. |
