| Preparatory work for RUSA implementation | | Govt accords constitution of SHEC for effective Higher Education policy | | Arun Singh
Jammu, Dec 29: On the pattern of Sarav Siksha Abhiyan (SSA) and Rashtriya Madhayamik Siksha Abhiyan (RMSA), the state government accorded sanction to the constitution of J&K State Higher Education Council (SHEC) for formulating an effective education policy under Rashtriya Uchchatar Shiksha Abhiyan (RUSA). According to Government Order No: 1753-GAD of 2013 which reads as in supersession of Government Order No. 363-HE of 2010 dated 11.10.2010 of the Higher Education Department accorded to the constitution of SHEC comprising 21 members with Chief Minister Omar Abdullah as its Chairman while Minister for Higher Education as Vice Chairman. The Council will work as independent body and will advice for a comprehensive, holistic evolution of Higher Education sector and to make strategy for the expansion of Higher Education. It will be responsible to provide academic input to the government and to the universities, research institutions and other centers of Higher Education in the state for the formulation and implementation of the policies and evolve a perspective plan for its development, order reads. "SHEC to evolve schemes aiming to provide equitable opportunities for Higher Education and scholarships, free ships and financial assistance to the needy students and will coordinate for the implementation of SC, ST and other eligible backward classes welfare programmes of central and state government and other central and State Level Funding Agencies," it said. Council will give its thrust to develop coordination between the state universities and other universities of the country and abroad to promote research and it will also work out to develop programs for greater academic cooperation and interaction between university teachers and college teachers. It will also focus on improvements in curriculum and syllabi in accordance with the changing societal and academic requirements and facilitate the development and publication of appropriate teaching material, including text books, educational software and e-learning facilities in order to improve the quality of education. |
