| Technical Education department takes half-hearted measures to correct wrongs done in past | | Fails to remove non-deserving department officials as Superintendents | | Jehangir Rashid
SRINAGAR, Dec 29: Of late the Technical Education department seems to have developed the habit of taking half-hearted measures while correcting wrongs done in the past. This has led to a situation where non-deserving officials continue to man the important positions. The department is yet the cancel the adjustment of departmental candidates as Superintendents against direct quota posts even after the selection of eligible candidates by Jammu & Kashmir Public Service Commission (J&KPSC). The candidates selected by J&KPSC have also been posted vide a government order issued on December 26, 2013. Taking cognizance of the news story that direct quota posts are manned by officials of the department published in Early Times on November 25, the Technical Education department after a long wait of eight months issued orders of postings of ITI superintendents vide Government order number 239-Edu (Tech) of 2013 dated 26.12.2013. These candidates were selected by J&KPSC vide Notification number 29-PSC (DR-S) of 2013 dated 23-08-2013, but were not being assigned the job for which they were selected. The selected candidates were placed in the Directorate of Technical Education by Commissioner Secretary, Technical Education department on 25-11-2012 vide order number 189-Edu (Tech) of 2013 dated 25-10-2013. Those selected by J&KPSC as ITI Superintendents and posted by the government are Ajaz Ahmad Wani, Superintendent ITI Bandipora, Fida Hussain Bhat, Superintendent ITI Kangan, Mubashir Hafiz Jan, Superintendent ITI Hajin, Amandeep Singh, Superintendent ITI Nowshera, Saahil Rashid, ITI Superintendent Banihal and Talat Mehmood, Superintendent ITI Poonch. Sources told Early Times that though the department has made posting of fresh appointees selected by PSC as ITI Superintendents, but the adjustment of the officials (Group Instructor \Technical Assistant) placed as Superintendents vide Government order number 39-Edu (Tech) of 2012 dated 15-02-2012 against direct quota posts temporarily on stop gap arrangement has not been cancelled. "Adjustment of officials as ITI Superintendents was done on the condition that as soon as the selection from J&KPSC is received the same shall automatically be treated as cancelled. However, this has not happened so far and the officials namely Mustafa Ahmad Shah, Technical Assistant along with Group Instructors Abdul Rashid Bajard, Bashir Ahmad Beg and Javid Ahmad Wani continue to enjoy the benefits. These officials neither possess requisite qualification for the post of Superintendent nor are eligible for promotion as per SRO 328 of 2002 dated 10-04-2002," said sources. Sources said that since there are no recruitment rules in the department promotion of Group Instructors as Superintendents is a normal thing. They said over the years the department has illegally promoted number of officials as Group Instructors without rules and then placed them as Superintendents (Gazetted) in violation to cadre management rules. "Posts of hundreds of vocational instructors, four inspector trainings, two Superintendent Technical, eight Junior Engineers, five Supervisors and 28 Drawing Instructors are vacant in the department. The department has not referred these posts to the concerned agencies as plans are underway to elevate blue eyed departmental officials to the vacant positions. As the requisite qualification for the vacant posts is Graduate\diploma in engineering, many of the unemployed youth could have been appointed," said the sources. |
