| Land Acquisition at Karewa Damodar Budgam | | DC got funds in 2009, disbursement awaited | | Early Times Report
Srinagar, Dec 29: The tall claims of Omar Abdullah of providing good and effective governance have been exposed at all levels from the last five years. Whether it is education, power or infrastructure, the present Government has failed to provide even basic amenities to the residents of the state. The protests over power and water scarcity have become norm of the day in Jammu as well as in Srinagar. The number of unemployed youth is increasing day by day as the Government has failed to create job opportunities for the educated youth of J&K. The failure of Government at governance front can be viewed from this fact that Government of India through its Defence Estates Department Ministry of Defence, transferred 1st installment of funds (Rs 200 crores approximately) for land acquisition at Karewa Damodar in Budgam near New Air Port in 2009 but till date not a single penny has been disbursed to the farmers and land owners whose land is to be acquired. According to sources the funds were transferred into the account of Deputy Commissioner (DC) Budgam by Defence Estates Department in 2009 and the district officials haven't completed the land acquisition formalities till date with the result the funds haven't been disbursed to the farmers and land owners which raises a big question mark and exposes the Chief Minister Omar Abdullah for his failure to make babus accountable. Pertinently the Chief Secretary had personally intervened into this issue some months back but District Administration Budgam has still not acted. A delegation of the farmers under the banner of Zamindaran Committee Karewa Damodar had a detailed meeting with Chief Secretary in Srinagar in October and the CS had assured of sorting out the matter as soon as possible but inspite of his assurances nothing has been done till date. Thousands of farmers from various villages of Central Kashmir's Budgam district whose land is to be acquired by the State Government are yet to get the compensation from the Government and it is more than 4 years now since the process of land acquisition began but still the requisite formalities haven't been completed, which according to farmers is a clear violation of Land Acquisition and Requisition Act. The land owners and farmers have accused the district administration of resorting to dilly-dallying tactics in disbursing the compensation. They said inordinate delay in issuance of notification under form (J) has hampered acquiring of their land. Pertinent to mention here that Apex Court in its judgment pronounced 4 years back had directed the Govt of India to come to the rescue of these farmers by asking the Government to pay compensation to the farmers whose land measuring more than 3800 kanals is under possession of Ministry of Defence and Srinagar International Airport is located in the same area locally know as Karewa Damodar. "As per provisions of the Land Acquisition and Requisition Act 1968 , the notification under form (J) has to be issued within 15 days after issuance of notification under form (i) but it took more than one and a half years to issue form J notification instead of 15 days and nobody asks the district administration Budgam administer why there has been so much delay?, "said Ghulam Mohiudeen Dar a local farmer from Wathoora Budgam "Officials of the Revenue department especially the Defence Collector have not complied with the provisions of the said act making thousands of people of many villages of Budgam to suffer," he added "We have been moving from pillar to post but always there is delay from the authorities of Revenue department, now we have been assured by the Chief Secretary Iqbal Khanday that he will take up the matter with DC Budgam. He spoke to him and also the file was cleared by the state Home department two months back but the payment is not being released and the first instalment of more than Rs two hundred crore has already been transferred into DC Budgam's account," said Ali Mohammad, a farmer. |
