| Financial irregularities deprive J&K of huge central funding, SPA: Harsh | | | Early Times Report
Jammu, Dec 29 : Chairman National Panthers Party and MLA Ramnagar Harsh Dev Singh today flayed government for its failure to hold the review meetings of various District Development Boards which used to be concluded for all districts in normal course well before the end of December. He said that the apathetic and highly casual approach of the government was evident from the fact that the said review meetings had not even commenced with regard to any of the Districts of the state. He said reviews of DDB meets had been a regular practice in the past wherein the progress of ongoing schemes was monitored and performance of various departments evaluated vis a vis the approved plans. He said that timely holding of review meetings would keep the executing agencies and departments on toes and also made the non performing officers accountable and answerable for the lapses and delays. Harsh Dev Singh further lambasted the government for imposing cut of 25 % in respect of the planned funds of all depart ents whose plan funds were finalized by the DDBs in June-July during the current year. Ridiculing the tall claims of the state government of having managed the "highest ever plan size", he lamented that the GOI had refused to honour even the current year's normal plan allocation of Rs. 7300 crore and withheld a major portion of the same. He said that out of the total annual plan size of 7300 crore, the GOI had refused to release the Special Plan Assistance (SPA) of Rs. 2064 crore thereby giving the greatest blow to the developmental activity in the state. He said that GOI had been categorically directing the state government to submit the Action Plan Reports (APRs) under the web based programme CAS-MIS for obtaining release of SPA funds but the state had failed to do the same. |
