| Indecisive J&K Govt yet to appoint BOSE Chairman | | Search continues even after 9 months! | | Syed Junaid Hashmi JAMMU, Jan 14: Nine months have passed but the Jammu and Kashmir Government continues to be indecisive and indifferent towards the appointment of Chairman of State Board of School Education (SBOSE). The five member search panel which is headed by Principal Secretary Home Suresh Kumar was constituted on October 15, 2014 and despite such a long delay, seems to be in no hurry to appoint head of an institution which has direct connection with the future generation of Jammu and Kashmir. The panel was supposed to submit its report to the Government within a period of one month but four months have now passed and the panel continues to search for a fitting choice. Other four members of the panel include Secretary School Education Hridesh Kumar, Secretary Higher Education Sheikh Mushtaq, Secretary Housing and Urban Development Satish Nehru and ex-Chairman BOSE Dr. Sheikh Bashir. Sources said that five member panel has now asked desirous candidates to send their CVs latest by January 25, 2014. Officials attribute delay to dispute over age bar arising out of the notification issued by the panel. They maintain that the dispute over age bar resulted in Government being forced to issue the notification for inviting CVs afresh. Since now the CVs are being submitted and the process would be completed by January 25, a final list of probable would be prepared and placed before the panel as and when it meets. They maintained that a comparative list would be ready by January 25 and Chairman would be appointed any day after this exercise is complete. However, if sources are to be believed, the five member panel which includes four bureaucrats and an academician has been dilly-delaying the entire process of the appointment of BOSE Chairman due to pressure from the lobby of ETT college owners. Sources said that since most of the ETT colleges are owned by politicians, politically well-connected business families and ex-bureaucrats, they do not want a tough man to head the institution. They said that powerful ETT institution owners are using political offices to delay the entire process, said a source at Civil Secretariat. Besides, re-advertised posts of Junior Assistants which are to be recruited in Jammu and Kashmir Board of School Education (JKBOSE) are also one of many reasons for the State Government sitting over the impending appointment of Chairman of BOSE. If this is not the reason, why this delay in appointing Chairman for the last 9 months, asked an official. Another twist to the tale is that Chairman of BOSE Dr. Sheikh Bashir was recalled by Higher Education Department alongwith four other officials including Secretary Renu Goswami in April 20, 2013. Sheikh joined back in Higher Education Department on April 30 and was later, adjusted as Advisor to the Higher Education Department. However, Renu Goswami continues to be Secretary and if the sources are to be believed, she has neither been relieved nor has her order of repatriation to the parent department been rescinded. Though none from the panel spoke to Early Times despite being repeatedly asked, sources assert that connections at the top allowed her continuity. "She should have joined back by now but she has not," said an official. |
