| ‘Premature, not based on EC's directions’ | | Inspectors' transfer | | Early Times report Jammu, Feb 18: When duality comes in command, the authority dilutes and the alternate ways are found to accomplish someone's objective and the whole mess affects the policing. The recent range transfers of Inspectors/ SHOs has been taken by surprise by many as many SHOs were shifted premature. The transfers made effective when already, there is a dearth of professional SHOs who have good sources to crack any case in district Jammu, resulting increase in crime graph. The robbery on gun point at the residence of Supreme Court's lawyer and shoot out incident at Nehru Market are the live examples, which could not crack as yet. Further, the directions of Election Commission cannot be argued for these postings as SHO Pacca Danga and Bakshi Nagar do not belong to district Jammu. The premature transfer of Inspector Daleep Singh, Gurnam Choudhary and Shivdev Singh has been seen as a wrong move when there are live examples of many overstaying Inspectors occupying important police stations in Jammu city as well as other districts. Inspector Daleep Singh after spending seven years in State Vigilance Department was transferred to Jammu Zone in June 2013 and subsequently posted as SHO Bakshi Nagar. Similarly, Inspector Gurnam Choudhary was recently posted as SHO Bus Stand and Inspector Shivdev Singh was posted from Kathua to District Samba last month. PHQ Order No 2615 of 2012 dated 21-07-2012 says that there shall be no fixed tenure in the zone. However, the personnel of the Executive Cadre shall be rotated in such a manner that every person gets tenure in each of the wing during his service carrier. Many inspectors figuring in the recent posting have not been posted to some other wings like CID, SKPTA, Crime, Vigilance, etc even after completing 18 to 20 years of service leaving no change for their posting in these wings. "Many influential get themselves transferred to Traffic wing for two years and come back to Zone and spend good 7 to 8 years in or around Jammu city and again manage their posting in traffic whereas others remain posted in other wings for years together", says an officer on the condition of anonymity. Similarly, transfer of Inspector Kuljeet Singh is another decision which could have been avoided as the said officer is being promoted as DySP during this month. |
