| JKBOSE : Another white elephant in making | | Fails to recover Rs 35 Cr from Dir SSA Kashmir, Jammu | | Akshay Azad Jammu, Feb 18: The Jammu and Kashmir Board of School Education (JKBOSE) is heading towards becoming another white elephant. It has so far failed to recover nearly around Rs. 35 Crore from Director Sarav Shiksha Abhiyaan Kashmir and Jammu, against the books supplied by same in last few years. Sources informed Early Times that JKBOSE provided books to various government schools for the students from class Ist to 8th under Sarav Shiksha Abhiyaan (SSA). "The books from 3rd to 8th are provided by JKBOSE to Director School Education Jammu and to Kashmir, who is also Director SSA, while the books for Ist and 2nd standard were provided by JKBOSE to Chief Education Officers of concerned area", sources said. They further said that there was pending liability of nearly around Rs. 35 Crore spending with Director SSA Jammu and Kashmir. "In the year 2011, JKBOSE had provided books amounting around Rs. 11.50 Crore to Director SSA Kashmir, but in return latter had paid only around Rs. 4 Crore, creating a pending liability of around Rs. 7.50 Crore", sources said. Moreover, in the year 2012-13, JKBOSE had supplied books to the tune of around Rs. 12.50 Crore to SSA Kashmir but latter had able to pay only around Rs. 8 Crore, with pending liability of around Rs 12.50 Crore, sources said. They further informed that in the last financial year 2013-14, JKBOSE had supplied books to Director SSA Srinagar to the tune of around Rs. 11.50 Crore. "Presently, Director SSA Srinagar has pending liability to the tune of around Rs. 23.50 Crore towards JKBOSE", sources said, adding that similarly, Director SSA Jammu has pending liability of around Rs. 11 Crore. An official pleading anonymity said that JKBOSE was an autonomous body and according to rules, authorities should not provide books to anyone, until the pending liabilities would be cleared by the Sarav Shiksha Abhiyaan. "The total budget of Director Education Srinagar under Sarav Shiksha Abhiyaan is only Rs. 7.68 Crore and if they paid entire amount to JKBOSE, even then around Rs. 16 Crore liability will be pending with SSA Srinagar", the official said, adding that the policies being adopted by officials were anti-employees and against the autonomous body. "There were several other loopholes and faulty working of officials, which if not corrected will definitely turn JKBOSE into another white elephant", he said, adding that it was a cause of concern for employees and retired officials, as same would badly hit, if its functioning would not be rectified.
