In utter disregard to adverse annotations, ECI guidelines Minister sponsoring tainted Police officer for sensitive posting

JAMMU, Feb 25: In a brazen violation of the norms of propriety, directions of the Election commission of India and adverse remarks made by the senior officers, a Minister in the coalition Government is sponsoring a middle rung police officer for a sensitive posting despite the fact that the said officer is heavily indicted.
Sources divulge that Ghulam Hassan Kamal, who was posted as SHO in Police Station Satwari is being sponsored by a Minister for sensitive posting despite the fact that the officer in question has a tainted record and an FIR 33/2010 has been registered against him by VOK U/S 5(2) under Prevention of Corruption Act. Besides, he is also indicted in another case on account of death of the domestic help of the said officer with his service revolver. The officer in question had created ripples recently by filing a writ petition against SSP Jammu after the latter ordered his posting from P/S Satwari.
The VOK had on October 5, 2010 caught inspector Ghulam Hassan Kamal red handed, during his posting in Crime Branch Jammu while demanding and accepting illegal gratification from a Dy Director of the CAPD who was involved in a case being investigated by CB Jammu.
Documentary evidence available with ET divulges that in a classified communication dated August 5, 2013, vide letter no PHQ/CB/Insp07/2003-1891, Director General Police J&K wrote to the IGP Jammu that the said officer should not be posted at any significant/ independent posting. Further, the ECI guidelines clearly rule out the posting of any officer/officials against whom a criminal case is pending in any court of law at a sensitive position during elections.
With the model code of conduct ahead of Parliamentary election expected any time now, hard lobbying has begun amongst the middle rung officers in Police to secure significant and lucrative postings. Sources within the organization divulge that since the officers of the rank of Sub Inspectors and Inspectors have been shuffled in accordance with the directions of the Election Commission of India, politicians are also using their influence to get their loyalists adjusted at the places of their convenience.
