Akshay Azad JAMMU, Feb 25: The Jammu and Kashmir Board of School Education (JKBOSE) has reportedly compromised the eligibility criteria and promoted some blue-eyed matriculates to the post of Deputy Secretaries. Moreover, the Board authorities had also given benefit of promotion to the blue-eyed employees, promoting the three to the post of Assistant Secretaries and later to Deputy Secretaries, according to orders issued in a single day. The documents in possession of Early Times revealed that on July 23, 2013, JKBOSE authorities had issued two promotion orders, giving promotion benefit to several employees to the post of Assistant Secretaries and Deputy Secretaries. According to order number 398-B of 2013, dated 23-07-2013, a total of 50 in-charge Assistant Secretaries, Section Officers were given promotion benefit of the post of Assistant Secretaries. "In the same order three matriculates namely Abdul Majid Rahter, Mohammad Azhar Masoodi and Nazir Ahmed Siraj were given promotion benefit", the documents revealed, and in the same promotion order, signed by Secretary of JKBOSE Dr. Renu Goswami, it has been maintained that relaxation in qualification in deserving cases was given only as one time exception, in pursuance to Board resolution number XXIV dated 30-09-2005. But astoundingly, the above said three employees namely Abdul Majid Rather, Mohammad Azhar Masoodi and Nazir Ahmed Siraj were once again given another promotion benefit on the same day, and were promoted to the post of Deputy Secretaries, according to order number 399-B of 2013, dated July 23, 2013. "Above said three employees were only matriculates but once again were promoted by JKBOSE, giving once again relaxation in qualification, as the qualification was graduate for the promotion to the level of Deputy Secretary", sources said. They further informed that according to Board resolution 12 &13, dated 16-09-93, it has been noticeably maintained that for the post of Assistant Secretaries/Private Secretaries, the minimum qualification was graduation, but the above-said matriculate blue eyed, were promoted by giving relaxation in merit with one time exception. "Moreover, according to same resolution the minimum academic qualification for the post of Deputy Secretary is again Graduation but once again the eligibility criteria was compromised and three employees were promoted to the post of Deputy Secretaries", sources said. They further said that even though some other matriculates were also given benefit of promotion to the post of Deputy Secretaries. "But some of deserving employees who were graduates but were not given promotion benefit", they said, adding that the resolution of JKBOSE, has clearly mentioned that the selection for appointment as Deputy Secretaries should be made by DPC, on the basis of consistently good service record experience and there was no mention of APR rating. "But according to promotion order number 399-B of 2013 dated 23-07-2013, the JKBOSE authorities had adopted a self made criteria according to which, the promotions were given on the basis of APR ratings viz three VG's (Very Good) out of five APRs", sources said, adding that on the basis of this self made criteria, many deserving graduate candidates were denied the promotion benefit. |
