| As community halls develop cracks in speaker's constituency, authorities decide to dismantle, reconstruct them | | | Jehangir Rashid
SRINAGAR, Mar 3: A major construction scam has surfaced in the Eidgah constituency of Srinagar district with officials of Srinagar Municipal Corporation (SMC) busy in dismantling two community halls after the community hall developed cracks.
Sources told Early Times that due to the usage of sub-standard material in the construction the slab of the community halls located at Baghwanpora-Noorbagh and Gasi Mohalla-Safa Kadal areas of the Eidgah constituency are being dismantled. The constituency is being represented by legislative assembly speaker, Mubarak Gul.
"The community hall at Baghwanpora-Noorbagh was used hardly twice for the marriage purposes by the residents since it developed immediately after being inaugurated some 12 years back. The slab developed cracks and the water seepage led to a situation where the community hall turned idle with nobody using it," said sources.
Sources said that the water tank at the community hall was stolen with the bathroom fittings and electric fitting being also dismantled. They said these things were plundered by some of the local National Conference leaders and workers who have kept them at their disposal as if it is their personal property.
"The speaker of the legislative assembly recently announced that the first floor of the community hall at Baghwanpora-Noorbagh would be constructed at the cost of Rs. 1.27 crores. Usually the first floor is constructed over the existing ground floor. But in this case the building is being built afresh after the dismantling of the ground floor," said sources.
Sources said that since the slab of ground floor has developed cracks the executing agency wants to hide its incompetence by dismantling the ground floor. Over the past few days officials of SMC have been busy in this job and are removing the used construction material to some unknown place.
"It is important to hold a probe in this whole issue so that the truth comes before the public. The funds meant to be used for the reconstruction of community hall should be diverted. They could easily be used for setting right the drainage system in the area. Local National Conference leaders, workers and activists want to make merry out of the funds. It is due to this reason that they are pushing for the reconstruction of the community hall," said the sources.
The sources said that the follies that have taken place at community hall of Baghwanpora-Noorbagh have been repeated at the construction of community hall at Gasi Mohalla. They said the slab of community hall at Gasi Mohalla-Safa Kadal constructed some eight years ago also developed cracks.
In the meantime, the locals of Baghwanpora-Noorbagh have decided to object the re-construction of community hall in their locality. The residents said that there are apprehensions that the funds allocated for the community hall would be once again misused with the same more than likely to be pocketed by National Conference leaders, workers and activists.
The residents carried out a protest demonstration some days back in the Press Enclave and they are going to once again protest on Tuesday on the Cement Bridge in the Noorbagh area. |
