Feeling betrayed, Agri officers to seek Guv's intervention

Srinagar, Mar 3: The agriculture officers have finally decided to approach Governor N.N Vohra unofficially to intervene in the matter of alleged ongoing favouritism, deception and lawlessness in the department before they drag their bosses to court.
Before filing a case in the high court against concerned higher officials of the department of agriculture, aggrieved officials have framed a long list mentioning in detail how some noted corrupt officials enjoying political patronage are deceiving public service commission (PSC) to help blue eyed employees, why PSC despite being aware of cheating is mum, how blue eyed employees are making hay after using their political influence, how age old are re-employed to grab funds allocated through centrally sponsored schemes like Rashtriya Krishi Vikas Yojna (RKVY) and similar other schemes meant for the development of agriculture sector in the state. The list in tabulated form mentioning lawlessness received through the sources which is being presented to Governor NN Vohra include the action against chairman PSC for maintaining silence and not reviewing the DPC's of previous years held with agriculture department, directions to the Commissioner/Secretary APD to treat the Govt. order No.113-Agri of 2013 dated 19.03.2013 null and void, directions to the Commissioner Secretary Agriculture production department to include all the available officers of respective times in their respective seniority lists for determining the actual vacancies of AEOs and the legitimate VEWs to be promoted on the concerned point of time and to determine the promotee vacancies of AEOs on the basis of the figures referred to PSC under direct recruitment quota from time to time w.e.f. 12-10-1988 till date and order an inquiry in connection with manipulation of vacancies to help blue-eyed VEWs and also to refer all the (till date) available vacancies of AEOs under direct recruitment quota to PSC. List includes a thorough investigation of DPC meeting conducted in two sittings on 10.12.2012 and 01.01.2013 under the Chairmanship of Jenab Khazir Mohammad Wani, Learned Member of the Commission, in which 67 VEWs were selected for promotion as AEOs with effect from 18.10.1988,implemtation of recruitment rules, investigation of a matter in which agriculture Production Department vide its letter No. Agri-E/86/409 Dated 12.10.1988 referred only 34 posts of AEOs to State Public Service Commission (PSC) under Direct Recruitment Quota, thorough inquiry of a Govt. order No. 587-Agri of 1989 dated 23.08.1989, unreasonable retrospective increase in the cadre strength of various Classes/Categories of posts of Agriculture Gazetted Service by the Agriculture Production Department which takes AEO vacancies to 189 in October 1988 as against the factual 68. The officers are likely to agitate suppression of direct recruitment quota in contravention to the Rule Position and the laid down Law in this regard. Pertinent to mention, APD cannot promote more than 34 VEWs to the posts of AEOs as were actually due to them on October 1988 when only 34 posts of AEOs were referred to State PSC for direct recruitment."
Pertinently, as many among different batches of Agricultural officers recruited on Gazzeted posts since early 90's according to sources are denied their due share of promotions despite High Court directions of 29/05/08 to frame and finalize the seniority list of all the deserving officers as per rules within a period of three months.
