Resolution for separate Ladakh division passed in LC, Cong-NC oppose Govt's stand | Ladakh inching closer to UT status | | Syed Junaid Hashmi
JAMMU, Mar 3: Inching a little closer to achieving Union Territory status, two members of legislative council from Leh-Ladakh today managed to convince house of elders and get resolution seeking creation of separate Ladakh division passed in the upper house of the state legislature. Nurboo Gialchan of Congress moved the resolution and was equally supported by Aga Syed Ahmad Rizvi of National Conference (NC). The two presented their case within fifteen minutes and managed to convince legislators from NC as well as Congress that separate Ladakh division would usher a new era of development and progress in this region. Gialchin spoke for seven minutes while Rizvi spoke for around 8 minutes on the resolution. In doing so, they caused huge embarrassment to the state government which opposed the resolution on the grounds that government had already crated autonomous development councils in Leh-Ladakh which were working to the satisfaction of the people of this region. Minister for Planning and Employment Ajay Sadhotra who opposed the resolution outlined all major initiatives taken by the state government for the development and progress of Ladakh region. But the argument failed to convince the MLCs of Leh-Ladakh region and they said that only if a separate division is created for Ladakh region, it would redress all major grievances of the people of this region. "Ladakh remains cut-off from rest of the state when snow sets-in. Besides, people from our region find it highly inconvenient to attend offices in Srinagar and Jammu," said Nurboo Gialchin. He added that division for Ladakh would facilitate people in getting their issues redressed without facing much trouble. "Division would give our people more connectivity and progress. If the resolution is passed in this house, our demand would get much needed impetus," said Gialchin. His words seconded by NC's Aga Syed Ahmad Rizvi, a soft spoken MLC of NC from Kargil.Minister for Planning and Employment Ajay Sadhotra made fervent efforts to convince the two MLCs but to no effect. They pressed the resolution for voting. Vice-Chairman Ajatshatru Singh who was chairing the session sought voice vote. Since there were 11 MLCs in the legislative council, the voice vote failed to give a clear picture. This led to Vice-Chairman asking the MLCs to raise hands so that number of votes in favour of the resolution could be counted. Ravinder Sharma, Rani Gargi Billowria, Sham Lal Bhagat, Narboo Gialchin of Congress alongwith Master Noor Hussain and Aga Syed Rizvi of NC voted in favour of the resolution for creation of division for Ladakh. NCs Vijay Bakaya, Dr. Bashir Veeri and Khalid Najeeb Suharwardhy alongwith Ajay Sadhotra voted against the resolution. Hence the resolution was defeated by 6 votes to 4. None of the four members of the opposition were present when the resolution was moved and later on, passed. Vice-Chairman pronounced that the motion moved to provide proper administrative control over the largest region of Jammu and Kashmir by creating a separate division for Ladakh stands adopted. NC's Vijay Bakaya did make a small speech about the need for giving more administrative powers to Ladakh region of Jammu and Kashmir. The passing of resolution now makes it imperative for state government to consider demand of the people of Ladakh region for the creation of division. Two other resolutions moved separately by Bashir Ahmed Magray of congress and Dr. Bashir Ahmed Veeri of National Conference (NC) were withdrawn by the members after receiving assurance from the government.Resolution moved by Bashir Ahmed Magray was regarding implementation of Ribbon Development Act while the Resolution moved by Dr. B.A. Veeri was about creation of separate, seasonal and temporary administrative set-up for smooth conduct of annual Amarnath Yatra. |
