Revenue officials smash PSGA on face, victim seeks CM's intervention
'Demarcation of encroached land'

JAMMU, Mar 28: Defeated and demoralized after running from pillar to post to get his piece of land demarcated, a 55 year old man has appealed to the Chief Minister questioning his hyped Public Service Guarantee Act and seeking his personal intervention to get his encroached land restored to him.
Ravinder Kumar Shan, son of Jodh Ram Shan a resident of Pochhal, Kishtwar had repeatedly appealed Police and Revenue departments seeking demarcation of his land measuring 12 marlas in Khasra number 237 under mutation number 1132 in village Gurah Brahmana Jammu, but same is not being done by the authorities.
Copies of complaint forwarded to Chief Minister by applicant disclosed that he had applied for demarcation of land before Naib Tehsildar, Muthi Jammu and on March 3, 2013, but no action was taken.
Disappointed over Naib Tehsildar's inaction, the applicant approached Tehsildar Jammu who is also First Appellant Authority under Public Service Guarantee Act on July 30, 2013 but the same was dismissed by the Tehsildar, as per circular number DCJ/SQ/Demarcation/Circular/ 2010-11/1827-36 dated September 2010.
"I received information regarding dismissal of my case by First Appellant Authority on November 21, 2013 and immediately applied for same before Second Appellant Authority that is Additional Deputy Commissioner (ADC), Jammu", the applicant said, adding that the ADC heard both parities on February 2014, but the order copy was not provided to him so far.
Shan said that he has been visiting ADC office since February 4, 2014, but orders were not being provided to him. "It clearly shows that the Public Service Guarantee Act is being violated by the officials with impunity", he wrote to the CM. He said that number of times he had also sought police intervention to get back his mutated land. "On August 19, 2010, demanding an enquiry over the grabbed land, I had also written to the Senior Superintendent of Police, Jammu. Even after the direction of SSP to SHO concerned, nothing happened" he regretted.
